Job description

Description Applicants must be legally authorized to work in the United States without current or future employer-sponsored visa sponsorship. This position performs professional civil engineering work involving the planning, design, review, inspection, and administration of municipal capital improvement projects and private development projects. Responsibilities include engineering design, construction oversight, plan review, cost estimating, technical analysis, CAD preparation, and support of engineering standards.

The position also provides technical guidance to junior staff and serves as a technical resource for consultants, contractors, developers, and the public. Essential Job Functions Public Works/Engineering Provide technical support and oversight for City construction projects, with primary responsibility for capital improvement projects (CIP) and secondary responsibility for private development projects. Inspect construction projects to ensure compliance with contract documents, City of Rowlett standards, engineering specifications, and applicable regulations.

Assist in the planning, design, and evaluation of construction and rehabilitation projects by collecting field data, preparing engineering calculations, developing plans and specifications, and preparing cost estimates. Incorporate design review comments, verify engineering calculations, and perform quality control reviews of work completed by team members. Assist in the preparation and review of engineering plans, specifications, and contract documents using applicable engineering standards.

Participate in the bid process by reviewing consultant-prepared bid packages, attending pre-bid conferences, analyzing bid results, and preparing bid evaluations. Prepare construction cost estimates using historical cost data and engineering judgment. Provide technical assistance to engineering staff by performing engineering calculations, data analysis, and developing technical standards and specifications.

Review capital improvement project plans, private development plans, permits, applications, and plats to ensure compliance with City standards, engineering criteria, and applicable codes. Computer-Aided Design (CAD) Utilize computer-aided drafting and design software to prepare and modify engineering drawings. Assist in the design of civil engineering projects through detailed engineering calculations and preparation of construction drawings.

Prepare CAD drawings for review and approval, determine bid quantities, calculate construction quantities, prepare cost estimates, and assist in developing project plans and specifications. Engineering Standards and Development Assist in developing, updating, and maintaining engineering standards, specifications, technical manuals, reference materials, forms, checklists, reports, board packets, and related documentation. Conduct research, gather technical data, and assist in preparing engineering studies and technical reports.

Team Support Provide technical guidance and support to Engineering Assistants and other team members. This position does not have direct supervisory responsibilities. Minimum Requirements Minimum Requirements Graduation from an Accredited Engineering College or University with a Bachelor of Science in Civil Engineering or related field.

Must have proficiency in basic engineering principles and practices, engineering terminology and techniques, construction practices and techniques, and the various phases of plan review and inspection processes. Proficiency in the use of various computer software programs, preparation of cost estimates, and oral and written technical and general communication. Proficiency in performing complex engineering computations, including calculus, geometry, and trigonometry, accurately and efficiently.

Proficiency in reading and interpreting specifications, plans, and shop drawings. Proficiency in interpreting information and making decisions in accordance with established policies and procedures. Proficiency in providing direction to peers, as assigned, and communicating effectively with the general public.

Must have proficiency in the use of engineering software and automated engineering tools, including AutoCAD and GIS. Other Requirements Other Duties Maintain current knowledge of applicable City, State, and Federal laws, codes, regulations, standards, and policies to ensure project compliance. Respond to inquiries from citizens, developers, contractors, consultants, and other stakeholders regarding engineering projects and related matters.

Research, analyze, and evaluate engineering data to investigate concerns and recommend practical solutions. Maintain knowledge of and adhere to established safety practices and procedures. Perform administrative duties, including attending meetings, preparing reports and correspondence, maintaining project records, and entering data into computer systems.

Perform special projects and other related duties as assigned.
