JOB DESCRIPTION:

This position performs advanced level work under the limited supervision of the Operations & Management Consultant Manager-SES, Financial Administration & Budget, Division of Early Learning (DEL).  This position serves as a contract manager responsible for overseeing procurement activities that support the statewide delivery of early learning programs. Responsibilities include managing the development, execution, and administration of contracts and purchase orders to ensure the effective implementation and operation of early learning initiatives. The position ensures compliance with applicable federal and state laws, regulations, policies, and procurement requirements while supporting program objectives through sound contract management and fiscal oversight.

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

  • Create and manage purchase orders (POs), Memoranda of Understanding (MOUs), Interagency Agreements, Agreements, State Term Contracts, Non-State Term Contracts, and Request for Application (RFA) grant procurements for assigned contracts. Coordinate with the Department's Contracts, Grants, and Procurement Office throughout the procurement and implementation process.
  • Coordinate and develop competitive procurements; participate in the evaluation and review of contract proposals with leadership and other stakeholders; and negotiate, monitor, and evaluate the implementation of assigned statewide contracts and associated budgets in collaboration with the DEL Project Manager.
  • Provide technical assistance and guidance to internal staff and contractors throughout the procurement, contract administration, and implementation processes.
  • Prepare and manage contract documents, including scopes of work, minimum performance standards, deliverables, amendments, renewals, and extensions for assigned contracts.
  • Monitor application and implementation of appropriate rules, Florida Statutes, regulations, policies, procedures and guidelines to ensure compliance with financial, and administrative requirements.
  • Provide information and technical assistance to contractors to support the timely implementation of contracts and the successful completion of contract deliverables, reports, and performance requirements.
  • Audit and process requisitions, purchase orders, and invoices through AOD and the Division of Early Learning Budget Office while ensuring accuracy and compliance with fiscal requirements.
  • Collaborates with contractors, as needed, to collect and analyze expenditure data, evaluate spending trends, and assess surplus or deficit expenditure reports to support effective contract and budget management.
  • Conduct quality assurance activities, including programmatic, fiscal, and administrative monitoring, and develop monitoring strategies in coordination with the DEL Project Manager.
  • Monitor assigned contracts to ensure compliance with contractual terms and conditions, performance standards, deliverable schedules, and applicable state and departmental requirements.
  • Review and evaluate contract documentation and performance data, including monthly and quarterly reports, reimbursement invoices, financial documentation, and key program performance indicators to ensure contract compliance and accountability.
  • Perform other related duties as assigned.

  • Knowledge of Federal and Florida laws, rules, regulations, policies, and procedures governing procurement, contracts, grants, and financial administration.
  • Knowledge of State purchasing methods, competitive procurement processes, and contract administration principles.
  • Skilled in contract development, negotiation, implementation, monitoring, amendments, renewals, and closeout procedures.
  • Knowledge of the methods of reporting and data collection.
  • Ability to negotiate contracts.
  • Ability to review requests for payment for compliance with contract fiscal and administrative requirements.
  • Ability to develop and organize data into a logical format for presentation in reports, proposals and other written documents.
  • Ability to evaluate and analyze data to assess compliance with contract requirements.
  • Ability to utilize problem solving techniques.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively verbally and in writing.
  • Ability to exercise sound judgment and maintain confidentiality when handling sensitive financial and contractual information.
  • Work independently with limited supervision while managing competing priorities.
  • Provide technical assistance and guidance to contractors and program staff regarding procurement and contract administration.
  • Establish and maintain effective working relationships with agency staff, contractors, vendors, and other stakeholders.
  • Plan, organize, and complete assignments accurately and within established timeframes.
  • Proficient in using Microsoft Office (Excel, Word, etc.).
  • Skilled in the use of computer applications and financial management systems to process procurements, purchase orders, invoices, and contract documentation. (My Florida Market Place (MFMP) and Ariba On Demand (AOD), Florida Accountability Contract Tracking System (FACTS).

Minimum Qualifications:

  • Professional contract or grant management experience
  • Possession of the Florida Certified Contract Manager (FCCM) certification or must obtain the certification within 6 months of appointment

  • A bachelor's degree from an accredited college or University in business administration, economics, finance, management, accounting, public administration, social science, or other qualitative or quantitative analysis and research fields can substitute for 4 years of direct experience.

LEAVE INFORMATION:

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.
