Position Overview and Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. 

This is an advanced level Government Operations Consultant position. This position involves organizational studies, evaluations, technical work and the application of Department rules and statutes associated with the permitting. Actively supports and works toward fulfilling the Agency's Affirmative Action objectives and the operational needs of the program. Additional leadership responsibilities may be added in the future. 

  • Recommends operation policies and assists in the establishment of procedures, as required, to implement policies, achieve operational objectives, or resolve operational problems.
  • Monitors permitting activities to meet specific measurable objectives to assure compliance with statewide operation goals.
  • Investigates, assesses, analyzes and makes recommendations to resolve issues and offer solutions to supervisor.
  • Provides daily consultation and assistance to management and staff in the management and operation of service programs and responsibilities.
  • Consults with program supervisors and administrative staff to resolve programmatic, administrative and operational issues, and problems.
  • Performs first-hand, on-site analysis of operational problems of service programs; serves on interdisciplinary staff teams to develop optimum resolutions; carries out the implementation of solutions.
  • Supervises and manages OPS staff to include assessing performance and reviewing work assignments to ensure workload commitments are achieved.
  • Performs related work as required. 
  • Performs other related duties as assigned by supervisor. 
  • Assists executive management in the absence of direct supervisor and/or in areas of expertise.

Required Knowledge, Skills, and Abilities: 

  • Knowledge of the terminology and principles of state and federal regulations.
  • Knowledge in analyzing and interpreting data.
  • Ability to interpret and understand laboratory analysis and procedures.
  • Knowledge of basic management principles and practices.
  • Ability to perform field inspections of sites.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate information effectively both verbally and in writing.
  • Ability to plan, organize and coordinate work assignments.
  • Skills in using equipment and/or instruments.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to deal with the public in a tactful and courteous manner.
  • Ability to work independently.
  • Ability to train and mentor.
  • Ability to provide presentations for internal and external customers.

Minimum Qualifications:

  • At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Maintain a valid Driver License
  • Required to travel

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
