Modern Technology Solutions, Inc. (MTSI) is hiring a Technical Program Manager to work in Springfield, VA. Qualified candidates must be U.S

Responsibilities: Lead execution of the Digital Ecosystem Accelerator (DEX) effort supporting one of our Intel customers The Technical PM / Digital Engineering Lead is the primary interface between the delivery team and stakeholders, owning schedule, budget, risk, and technical direction across program swim lanes including Enterprise Architecture & Business Intelligence, Digital Engineering, Cloud Native Platform, Data Layer, and Domain Engineering. Coordinate with government leads on release planning, program reviews, and roadmap execution in a fast-paced, mission-focused environment.

This role will be accountable for the cost, quality, and timely delivery of all program deliverables and supports acquisition planning activities as needed. Own overall implementation execution across a multi-Release program roadmap, including release planning, sprint cadence, and formal release demonstrations. Serve as primary government-facing lead for stakeholder coordination, governance alignment, and cross-functional synchronization across Enterprise Architecture & BI, Digital Engineering, Cloud Native Platform, Data Layer, and Domain Engineering.

Lead recurring Program Management Reviews (PMRs) covering schedule status, budget status, technical progress, risk and mitigation, action items, and roadmap updates. Direct development and evolution of the Digital Engineering Management Plan (DEMP), Acquisition Lifecycle Plan, and Transformation Roadmap deliverables. Manage program risk, scope, staffing ramp, and subcontractor/teammate coordination across a joint venture delivery team.

Track and report progress in Confluence/Jira, ensuring interim deliverables are visible to the government as sprints progress. Support transition planning across near-term, mid-term, and long-term contracting phases as the program matures. Ensure all deliverables are provided as Government-owned artifacts in required native and exchange formats (PDF, JSON, Excel, CSV).

Required Qualifications: Bachelor's degree in a technical, engineering, or management discipline, or additional relevant experience in lieu of a degree. 15+ years of program/project management experience, including 5+ years managing technical programs for the IC or DoD. Demonstrated experience leading Digital Engineering, MBSE, enterprise architecture, or enterprise data modernization programs of comparable scope and complexity.

Strong working knowledge of Agile/Scrum delivery models, sprint-based execution, and government program review structures. Excellent written and verbal communication skills, with experience briefing senior government stakeholders and executive leadership. Experience managing multi-company/JV or teaming arrangements, subcontractor coordination, and cross-functional technical teams.

Desired Qualifications: PMP certification or equivalent. Experience supporting DoD, or Intelligence Community programs. Familiarity with UAF/SysML-based Model Based Systems Engineering (MBSE) environments and tools such as Cameo Enterprise Architect or Teamwork Cloud.

Experience with OTA consortia, MIPR funding mechanisms, or GSA MAS contract vehicles. Familiarity with DevSecOps/cloud-native platform concepts and Zero Trust Architecture (ZTA) requirements. Clearance Requirements: Must be a U.S

citizen with an active TS/SCI clearance and have the ability to pass a CI polygraph within 30 days. The pay range for this position is $150,000 to $200,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered.
