Purpose of Job:ย 

The Senior Human Resources Manager provides strategic leadership and operational oversight for Recruiting and Staffing, FMLA/ADA/Leaves administration, Employee Benefits, Workersโ€™ Compensation, and HRIS. This role ensures HR programs are efficient, compliant, and aligned with GOAL Academyโ€™s values, strategic priorities, and workforce needs while collaborating with regional teams and HR leadership to support the employee lifecycle and organizational effectiveness.ย 

Reporting & Team Structureย 

Supervises HR functions related to recruiting, staffing, FMLA/ADA/leaves, employee benefits, workersโ€™ compensation, and HRIS.ย 

Directly supervises the Senior HR Specialist, Recruiting & Staffing; HR Generalist II, Recruiting & Staffing; HR Specialist, Leaves; and HR Generalist I, Employee Benefits.ย

Essential Duties & Responsibilitiesย 

  • Lead and manage the development, implementation, and continuous improvement of HR programs related to recruiting, staffing, and onboarding to ensure alignment with GOAL Academyโ€™s strategic goals and talent needs.ย 

  • Oversee administration of FMLA, ADA accommodations, and other leave programs, ensuring compliance with federal and state regulations and consistent application of policies.ย 

  • Manage employee benefits programs, including health, wellness, retirement, and ancillary benefits; serve as a liaison with benefit providers and ensure timely communication and education for employees.ย 

  • Provide oversight and strategic direction for HRIS systems, ensuring data integrity, system optimization, and effective reporting to support decision-making and compliance.ย 

  • Collaborate with regional and departmental leaders to identify workforce needs, develop staffing strategies, and support organizational planning.ย 

  • Monitor and analyze HR metrics related to recruitment, retention, leave usage, and benefits participation to inform policy and program improvements.ย 

  • Serve as a subject-matter expert and resource for HR staff and leadership in assigned functional areas, providing guidance, training, and support.ย 

  • Ensure that all HR practices within assigned areas are legally compliant, equitable, and aligned with GOAL Academyโ€™s values and culture.ย 

  • Partner with other HR leaders to support cross-functional initiatives and contribute to a cohesive and high-performing HR team.ย 

  • Supervise and develop HR team members working within the assigned functional areas, fostering professional growth and accountability.ย

  • Demonstrated expertise and deep understanding of HR functional areas including talent acquisition, benefits, leave administration, and HRIS systems.ย 

  • Proven ability to analyze data and metrics to inform decision-making and improve HR processes.ย

  • Proficiency in HRIS platforms and Microsoft Office Suite; experience with data reporting and system optimization.ย

Education and Experience:ย 

  • 7+ years of progressive HR experience, with at least 4 years in a supervisory role leading a team in the following HR areas: recruiting, benefits administration, and leave management.ย 

  • Bachelor's degree in human resources preferred.ย 

  • SHRM-SCP, SPHR preferred.ย 

  • Demonstrated experience in developing and implementing HR programs and systems that support organizational goals and compliance.ย 

  • Strong knowledge of federal and state employment laws, particularly those related to recruitment, FMLA, ADA, and benefits administration.ย 

  • Experience working in education, nonprofit, or public sector environments preferred.ย
