IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation.

Role Overview: 

The DevOps Engineer delivers enterprise‑grade DevOps engineering capabilities supporting GitHub Enterprise Cloud (GHEC), AWS Transform, AI Foundry, and other shared platform services.  You will design, implement, and govern statewide developer platforms, ensuring secure, compliant, reproducible, and scalable DevOps workflows for all agencies.

You support platform provisioning, Copilot governance, audit configuration, and compliance monitoring.  You work cross‑functionally with security, enterprise architecture, vendor partners, CloudOps, and agency development teams to align platform practices with State of Indiana cybersecurity standards, NIST requirements, and modern cloud‑native engineering approaches.

As a DevOps engineer, you build and maintain shared CI/CD pipeline patterns, reusable workflow templates, and automation standards, ensuring agencies can onboard onto modern development tooling safely and consistently.  You will integrate platform monitoring into IOT enterprise systems, support incident response for platform‑level issues, and help agencies adopt best‑practice branching strategies, infrastructure‑as‑code (IaC), automated testing, and secure deployment automation.

This blended role drives statewide digital modernization by enabling secure, standardized, and AI‑enhanced software delivery practices across Indiana’s public sector.

This is an onsite position at the Indiana Government Center in Indianapolis, Indiana.

A Day in the Life:

Responsibilities include:

  • Build and maintain reusable CI/CD pipeline templates, workflow standards, and automated deployment patterns for statewide use. 
  • Create IaC patterns and environment bootstrap scripts for consistent, reproducible cloud setups. 
  • Implement shift left security, automated testing, and release automation within shared pipeline architectures. 
  • Partner with agency engineering teams to modernize legacy pipelines and onboard them into standard GitHub Actions based automation.
  • Architect, implement, and govern statewide GitHub Enterprise Cloud (GHEC), AWS Transform, and AI Foundry services under the Internal Development Platform (1170P/1170PA). 
  • Define enterprise level policies for security, Copilot governance, audit configuration, and compliance enforcement across all GHEC organizations. 
  • Ensure adherence to State Security and Compliance standards, NIST guidance, and identity governance requirements. 
  • Collaborate with enterprise architects and security stakeholders to maintain platform consistency and architectural alignment.
  • Provision new GHEC organizations and repositories, manage tenant wide configuration, and set up cost center and license governance. 
  • Provide operational support for platform level issues through IOT’s ITSM processes; respond to incidents assigned to Application Development groups such as Incident INC0218092 has been assigned to group IOT - Application Development 
  • Integrate platform monitoring with IOT enterprise monitoring systems, ensuring full visibility into operational health and security events.
  • Serve as SME for GitHub Copilot enablement, training, and responsible AI adoption patterns across agencies. 
  • Manage enterprise Copilot seat assignment, policy governance, and AI driven development guardrails.
  • Develop automation for license management, audit policy enforcement, repository standards, and organization level governance tasks. 
  • Maintain platform observability through log aggregation, usage analytics, and compliance dashboards. 
  • Continuously evaluate platform improvements, new GitHub features, cloud innovations, and automation opportunities.
  • Act as a technical advisor to agency development teams adopting modern DevOps workflows, cloud native patterns, and AI assisted development. 
  • Liaise with vendors (GitHub, Microsoft, AWS) on platform strategy, roadmap alignment, incident response, and enterprise adoption planning. 
  • Conduct architectural reviews for agencies implementing new CI/CD patterns or transitioning from legacy tooling.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

  • This role requires strong foundations in DevOps, cloud automation, and software development.
  • 3+ years of experience developing applications in C#/.NET, Web API/REST, and cloud-hosted patterns. 
  • 3+ years of experience in front-end development (Angular).
  • Strong experience with Azure DevOps (Repos, Boards, Pipelines) or GitHub Enterprise. 
  • Solid understanding of cloud architecture and security best practices across Azure.
  • Experience with Docker and container-based development (Azure Container Apps preferred).
  • Proficiency with Git branching strategies, code reviews, and collaborative development workflows.
  • Experience building CI/CD pipelines for .NET and Angular-based applications.
  • Experience with AI capabilities within Integrated development environments (IDE) such as VS Code, Visual Studio, and Github Enterprise Cloud.
  • Experience with SQL Server and Azure SQL design, tuning, and maintenance
  • Self-motivated, proactive, and passionate about automation and engineering excellence.
  • Enjoys solving complex technical challenges independently and collaboratively
  • Strong communication skills with an ability to work across cross-functional teams.
  • Ability to perform essential functions with or without reasonable accommodation.

A degree is not required.  However, at least 7+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.  Related certifications and coursework may also be considered.

Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
