Job description

The Preconstruction Manager is responsible for overseeing all aspects of preconstruction coordination, from development through completed construction documents.  The primary function of the Preconstruction Manager is to act as an administrator, on behalf of the Construction and Development departments, owners as well as leasing with regard to budgeting, estimating, design coordination, schedule management and project procurement.


Training/Education
  • College degree in construction related field preferred – construction technology, civil or mechanical engineering, construction management, architecture -- or experience commensurate with position objectives
  • Drafting or engineering background helpful
  • Experience in budget planning and expense monitoring
  • Computer literacy sufficient to operate spreadsheet and word processing applications and other business-related software
Experience/Skills
  • Knowledge of construction methods, practices, materials, estimating, scheduling and management
  • Proven track record in managing multiple construction projects simultaneously in different geographical areas
  • Extensive experience in developing detailed job specifications and coordinating plan reviews
  • Strong track record of bringing pre-construction efforts in on schedule and on budget
  • Extensive experience in construction scheduling
  • Extensive experience in complying with regulatory requirements related to construction, including EPA, OSHA, etc.
  • Effective contract negotiation skills
  • Strong track record of bidding out construction projects and negotiating contracts
  • Extensive experience in managing costs, tracking project budgets and developing reporting systems for determining budget status
  • Proven experience in multi-family and/or residential construction management, including scheduling and contract supervision.  Commercial building experience a plus
  • Familiarity with sustainable building standards (LEED, NGBS, energy code compliance)
  • Cost Estimating Software experience is a plus

Project Development

  • Oversees and manages the design process on individual projects including verification of plans, contract provisions and commitments
  • Serves as a team member in the various processes of acquisitions and new construction, providing assistance and feedback on concept design, construction related issues and costs
  • Works closely with development personnel during the site selection process and in preparing cost estimates
  • Assists development staff in the procurement of the engineering and architectural services for individual projects including consultant’s proposals for individual projects and preliminary architectural drawings
  • Ensures that project plans take into account proper engineering
  • Assists development in the coordination of marketing materials for individual projects, site plans, schedules, elevations, renderings, etc.
  • Lead the designers to meet the budgets for the projects
  • Coordinate, review and comment on design documents during all design phases
  • Conduct constructability reviews at key design milestones (SD, DD, 100% CDs)
  • Mentor and train team members as assigned
  • Solicit bids and estimates from subcontractors and suppliers
  • Assist in directing Pre-Construction efforts with Leasing Department including but not limited to: Client Meetings, TI Estimates, Schedules, Proposals and Contracts and Management of Tenant Build-Outs.
  • Prepare or aid in preparation of outline specifications and proposals for pre-construction projects
  • Cost evaluation and plan review of pre-construction proposals and projects
  • Review statistical information of both estimates and actual costs on a regular and consistent basis as a check on current estimates
  • Performs other duties as deemed necessary by the Director of Pre-Construction & Estimating and owner
  • Serves as liaison between Buckingham Companies and its outside consultants, utilities, municipalities and zoning authorities
  • Review project site planning and product design
  • Develops project scope documents and coordinates the approval process in conjunction with development and property management
  • Document and maintain a preconstruction pipeline tracker providing real-time visibility across all active pursuits
  • Coordinates a variety of outside consultants, including environmental, geo-technical, civil engineering, architectural and legal
  • Interacts with outside consultants and in-house construction department to perform effective due diligence on all areas related to land acquisition, site and property development both offsite and onsite, including local utilities, development impact fees, building permit costs, traffic impact issues, etc.
  • Coordinate early utility company engagement to identify service requirements, conflicts, and lead times

 

Construction

  • Ensures project success through delivery of quality design documents on schedule and within budget
  • Planning and estimating - including the preparation of and direct responsibility for conceptual budgets and estimates for individual projects
  • Assists in the attainment of project front end permits and approvals
  • Establishes a logical, yet aggressive construction schedule, monitors schedule closely and communicates changes in schedule to all stakeholders
  • Co-conducts a pre-construction meeting with all subcontractors and vendors prior to beginning each project to establish standards, expectations and requirements
  • Meets regularly with project owners, design professionals, vendors and others to identify/resolve issues
  • Completes thorough value engineer and design review(s) throughout the design and development process
  • Provides day to day coordination of individual projects until turnover to the Construction Operations Group
  • Develops standard Buckingham Companies/Buckingham Construction specifications and scopes
  • Develop trade-specific scopes of work to ensure comprehensive bid coverage and limit change order exposure
