Rate: $65 - $90 per hour
Position Overview
Kaleidoscope Supply Services supports the staffing of this position on behalf of a client company. If selected, you will be employed directly by the clientnot Kaleidoscope, the VA, or the federal government.
This role supports a Department of Veterans Affairs (VA) federal contract. You will work alongside VA teams to help deliver services that support veterans and the VAs mission.
About the Role
We are seeking a versatile and proactive General Engineer to join our multi-disciplinary team in Long Beach. In this role, you will support Projects & Construction and Planning activities within a VA healthcare environment, applying engineering principles across mechanical, electrical, and structural systems. You will serve as a technical resource for bridging design, construction, maintenance, and project administration activities to ensure facilities are safe, compliant, efficient, and supportive of patient-centered care.
Key Responsibilities
  • Develop, review, and maintain engineering designs, specifications, cost estimates, drawings, and technical change orders.
  • Conduct site surveys, condition assessments, and feasibility investigations to support Projects & Construction and Planning activities.
  • Provide professional engineering guidance and technical recommendations to VA staff, project managers, and contractors.
  • Oversee construction activities, maintenance related engineering efforts, inspections, and project administration to ensure compliance with approved designs and VA standards.
  • Coordinate with City of Long Beach regulators and applicable healthcare authorities to ensure compliance with local codes, VA requirements, environmental standards, and safety criteria.
  • Support Architect Engineer (AE) design management, including review of AE submittals and deliverables.
  • Prepare concise progress reports addressing schedule, budget, risks, and technical issues.
  • Serve as the primary technical point of contact for contractors, consultants, and material suppliers.
  • Implement and comply with VA Environment of Care, Infection Control (ICRA), Customer Service, and ADP/IT Security policies.
Qualifications & Skills
  • Bachelors degree in civil, mechanical, or electrical engineering from an ABETaccredited institution.
  • Minimum 7 years of progressively responsible General Engineer experience.
  • Experience supporting healthcare, hospital, or clinical facilities, including knowledge of healthcare design standards, building systems, and safety requirements.
  • Professional Engineer (PE) certification is strongly preferred.
  • Demonstrated ability to review and interpret engineering drawings, specifications, and construction documents.
  • Familiarity with patient centered care and working in active healthcare environments.
  • Proficiency in Microsoft Office Suite and MS Project; experience with Revit and VISTA beneficial.
  • Strong analytical, troubleshooting, and communication skills, with the ability to translate technical concepts for nonengineering stakeholders.
  • Ability to work across office settings, construction sites, and active healthcare facilities.
Contract Details
  • This position supports a federal nonpersonal services contract with the VA.
  • The anticipated contract term includes one base year with up to two optional renewal years, subject to funding, performance, and government needs.
  • As part of the federal approval process, the VA may review resumes and may request interviews.
  • Final placement and start date are contingent upon VA approval.
  • While Kaleidoscope Supply Services manages the staffing process, the employer of record will be the client company supporting the VA contract.
Compensation
  • Hourly pay: you are paid only for hours worked.
  • No paid holidays (holiday pay is not reimbursed by the government for this role).
  • No paid time off (PTO) is included.
  • Overtime is not permitted unless pre-approved by both the client and the VA.
This compensation structure is standard for federal nonpersonal services contract positions.
Employment Requirements
Employment is contingent upon successful completion of required background checks, drug and alcohol screening, and onboarding or training. Personnel must comply with VA workplace conduct and appearance standards.
