The Construction Project Manager will have experience constructing and maintaining wildlife habitat developments and watershed improvements. Will coordinate with project proponents, execute, and finalize projects according to the Department or other agency construction standards, deadlines and within budget while maintaining high levels of safety and customer satisfaction, this includes acquiring resources and materials. This position will also manage a wildlife habitat improvement budget and define project objectives and oversee quality control throughout the project's life cycle in coordination with Department project proponents and work unit staff. This position will assist in fleet management such as maintenance, repairs, and replacement; assist the Habitat Implementation Program Manager in managing contractors, ordering materials, and delivering materials to project sites.
Key Responsibilities
Project Management: Define objectives, acquire resources/materials, and execute habitat developments (e.g., wildlife waters and watershed improvements).
Quality Assurance: Oversee quality control throughout the project life cycle, conduct on-site project evaluations, and advise the most efficient construction processes.
Budget & Procurement: Manage habitat improvement budgets, accurately document performance, and ensure adherence to state procurement guidelines.
Fleet Management: Track fleet maintenance, repairs, and replacement schedules. Recommend equipment dispositions and acquisitions.
Contractor & Vendor Management: Assist the Habitat Implementation Program Manager in coordinating with outside state contractors and vendors.
Training: Develop and deliver formalized training to Department personnel.
Knowledge, Skills, & Abilities (KSAs)
Construction Expertise: High-level knowledge in managing all phases of construction projects, specifically relating to wildlife habitat enhancement and waters.
Compliance: Strong understanding of NEPA and OSHA compliance requirements.
Procurement: Knowledge of state procurement laws and resource allocation.
Leadership & Communication: Ability to delegate, supervise, and communicate effectively with state contractors, Department staff, and federal/state agencies.
Problem Solving: Exceptional ability to multitask, problem-solve efficiently, and determine the most common-sense approaches to achieve goals.
Requirements & Qualifications
Driver's License: Valid State of Arizona Driver's License appropriate to the assignment.
CDL: Class A CDL with air brake and tanker endorsements (Must be obtained within 6 months of hire).
Certifications: OSHA 30, First Aid, and CPR certifications.
Physical Exam: Employment is contingent upon successful completion of a post-offer medical/physical examination.
Occasional statewide travel will be required

This position will direct and manage project development from beginning to end. These projects will be completed utilizing both Support Services Division construction crew or by contractors. Completes preliminary site visits as well as intermittent quality checks and final inspections on construction projects This includes material and equipment acquisition and budgeting. This position will also assist with fleet management, track maintenance and repair of equipment, recommend equipment disposition and acquisition. In addition, this position will provide formalized training to Department personnel.

The candidate will have a high degree of knowledge in the management of all phases of construction projects, especially as they pertain to the construction of wildlife waters and other wildlife habitat enhancement projects. Knowledge of the required NEPA and OSHA compliance requirements as part of the project management process. Also have knowledge in state procurement for acquisition and allocation of materials, equipment and other resources.
The candidate must possess skills in organizing and performing several tasks at the same time; have effective communication with outside state contractors, and be able to ensure the state's interests are being effectively protected; be able to communicate and coordinate with Department staff, federal agencies, and other state agencies; accurately and thoroughly document budgets and performance evaluations; Supervision; Delegation; Leadership.
The candidate must have the ability to manage multiple tasks at the same time, effectively and efficiently problem solve, be flexible when circumstances require it, and do on-site project evaluations, determine the best common sense approach to complete project goals and advise the most efficient process for achieving them.

The preferred candidate will have at least 3 years of experience and strong project management skills, specifically in construction.

Position requires possession of and ability to retain a current, valid State of Arizona Driver's License appropriate to the assignment; Class A CDL with air brake and tanker endorsements (must obtain within 6 months of hire).
The position requires OSHA 30 certification and First Aid CPR certification.
Employment is also contingent upon completion of a post-offer medical/physical examination and the agency's ability to reasonably accommodate any restrictions.
