The Mobility Services Division is seeking a Senior Mobility Services Planner for a temporary assignment focused on managing the City's shared micromobility program and advancing multimodal planning initiatives that support an accessible, equitable transportation network.
The Senior Mobility Services Planner position provides advanced professional planning, analysis, and project management in support of City mobility initiatives, with primary responsibility for managing Durham's shared micromobility program. Work also includes performing complex transit service planning, conducting development review to strengthen multimodal access, supporting detour coordination, preparing Title VI documentation, contributing to transit signal priority implementation, participating in procurement evaluations, and coordinating with regional planning partners.The position requires independent judgment, advanced professional analysis, and the ability to provide recommendations on planning and mobility issues. The role represents the City in coordination with operators, community groups, regional planning organizations, and internal departments.This temporary assignment is authorized for up to one year and may conclude earlier depending on funding availability throughout the year.
Duties/Responsibilities
Shared Micromobility Program Management
  • Manage the City's shared micromobility program, ensuring contract compliance, evaluating performance, leading operator coordination, and addressing escalated issues.
  • Implement geofencing and service-boundary adjustments.
  • Oversee corrals, parking zones, and geofencing areas to ensure compliance with plans and regulations.
  • Maintain and present public information including program rules, FAQs, web content, reports, and mapping materials.
  • Conduct advanced data review using required systems and prepare recommendations based on program trends and performance.
Planning and Operations
  • Perform transit service planning analyses, including evaluating route performance, identifying service opportunities, and developing planning recommendations.
  • Prepare Title VI documentation and related compliance analyses; support complex planning and regulatory reporting activities.
  • Coordinate transit detours and mobility responses to construction and special events.
  • Prepare and deliver presentations, maps, reports, and planning documents for internal and external audiences.
  • Engage community groups to gather input, provide technical assistance, and support equitable public engagement in mobility planning.
  • Conduct development review to assess impacts on transit access, micromobility infrastructure, and multimodal connectivity, and provide professional planning recommendations.
  • Coordinate with regional planning organizations, state/federal agencies, and adjacent jurisdictions to align mobility practices and advance shared planning goals.
Project Management
  • Participate in procurement processes for mobility assets, including evaluating proposals and preparing planning recommendations.
  • Support implementation of transit signal priority.
  • Other duties as assigned.

Minimum Qualifications & Experience
  • Bachelor's degree in planning, engineering, or a related field, or an equivalent combination of education and experience.
  • At least one year of professional experience in transportation planning and/or project management and project delivery.
  • Valid NC Class C Driver's License.
