Summary:
• Provide overall quality leadership and governance for assigned hydroelectric projects from bid phase through final turnover to the customer.
• Ensure customer, contractual, regulatory, statutory, environmental, and company quality requirements are planned, deployed, monitored, measured, and achieved throughout the project lifecycle.
• Serve as the primary quality representative within the project team and support the Project Manager, customer, Engineering, Sourcing, Manufacturing, Construction & Commissioning, and other stakeholders on quality-related matters.
• Report directly to the Head of Project Quality and maintain ownership for project quality performance, quality risks, quality documentation, issue resolution, lessons learned, and continuous improvement.
Responsibilities:
Project Quality Leadership and Planning
• Lead and coordinate all project quality activities throughout the project lifecycle, from bid and contract review through engineering, procurement, manufacturing, installation, commissioning, and customer turnover.
• Develop, maintain, and execute Project Quality Plans, Inspection and Test Plans, project quality strategies, quality schedules, and related documentation requirements for assigned projects.
• Facilitate the integration of customer, contractual, regulatory, statutory, environmental, and company quality requirements into project execution processes and deliverables.
• Act as the primary quality representative within assigned project teams, supporting Project Managers and stakeholders on quality-related decisions, escalations, and priorities.
Risk, Issue Resolution, and Continuous Improvement
• Identify project quality risks and opportunities, facilitate risk assessments, and drive mitigation actions to reduce impacts to project cost, schedule, technical performance, and customer satisfaction.
• Lead and facilitate root cause investigations, corrective actions, nonconformance resolution, lessons learned activities, and continuous improvement initiatives.
• Promote a preventive quality culture focused on risk management, proactive issue resolution, customer satisfaction, and continual improvement.
• Capture, communicate, and deploy lessons learned and best practices across the project portfolio and quality organization.
Cross-Functional Quality Coordination
• Coordinate cross-functional teams to resolve complex quality issues arising during engineering, procurement, manufacturing, installation, and commissioning phases.
• Support supplier quality and manufacturing quality activities as required to ensure project quality objectives are achieved.
• Coordinate with Supply Chain Quality Managers for supplier quality plans, vendor documentation, source inspection records, supplier nonconformances, and supplier quality performance.
• Coordinate with the Manufacturing Quality Manager to ensure VHY shop inspections, tests, NDE reports, dimensional reports, quality records, and manufacturing release documentation are completed and controlled.
• Coordinate with Field Quality Managers for site documentation, construction and commissioning quality records, field nonconformances, punch-list closure, and turnover deliverables.
Customer, Audit, and Performance Management
• Facilitate customer audits, inspections, quality reviews, witness points, and project quality meetings.
• Monitor project quality performance, establish appropriate metrics, analyze trends, and communicate status to project and quality leadership.
• Support internal and external audits, quality verifications, compliance reviews, and management review inputs as required.
• Ensure final quality documentation, quality dossiers, quality releases, data books, and turnover packages are complete, accurate, and aligned with contract requirements.
• Travel occasionally to supplier, manufacturing, project, or customer sites as required.
Requirements:
Education and Experience
• Bachelor's degree or equivalent professional experience in Quality, Manufacturing, Project Management, Construction, Supply Chain, Business, Engineering, or a related field preferred.
• Minimum 5 years of experience in Project Quality, Quality Management, Manufacturing Quality, Supplier Quality, Project Management, Construction, Engineering, or other related business functions.
• Experience working in project-based, engineer-to-order, manufacturing, energy, construction, industrial, hydroelectric, or similar environments preferred.
• Demonstrated experience coordinating activities across multiple functions, organizations, and stakeholders.
Technical and Quality Management Knowledge
• Experience managing quality risks, nonconformances, corrective actions, lessons learned, and continuous improvement initiatives.
• Knowledge of quality management systems, auditing principles, root cause analysis, risk management, and continuous improvement methodologies.
• Working knowledge of inspection and test planning, quality plans, supplier quality documentation, manufacturing quality documentation, field quality documentation, quality dossiers, quality releases, and customer turnover requirements.
• Familiarity with ISO 9001, ISO 14001, ISO 45001, environmental compliance expectations, customer specifications, codes, standards, and contractual quality requirements preferred.
Leadership, Communication, and Tools
• Strong leadership and stakeholder management skills, with the ability to influence without direct authority.
• Strong written and verbal communication skills and experience interacting with customers, suppliers, and cross-functional teams.
• Excellent problem-solving, organizational, analytical, and decision-making abilities.
• Proficiency with Microsoft Office applications.
• Experience with SAP, SharePoint, quality management systems, document management systems, or project management tools is a plus.
• Auditor qualifications, quality certifications, and project or improvement certifications such as ASQ, ISO Lead Auditor, Six Sigma, PMP, or equivalent experience are considered a plus.
