Job description

Job Title: Functional Analyst II
Location: Government facility 95% and Contractor facility 5%. The place of performance may include both government site and contractor site in the following locations: Government site at Bureau of Medicine and Surgery (BUMED) located at 7700 Arlington Blvd., Falls Church, VA 22042 and contractor site located at 8200 Greensboro Drive, Suite 401, McLean VA 22102.
Opportunity Overview: CORTEK is seeking a Functional Analyst II to provide strategic workforce operations support services to the Navy Medicine Enterprise (NME) and the Chief, Bureau of Medicine and Surgery (BUMED). This role supports BUMED's Office of the Corps Chiefs and contributes directly to enterprise-level initiatives through analysis, coordination, and documentation.
Key Duties/Responsibilities:
  • Analyze, review, and document project requirements throughout the full project lifecycle.
  • Conduct business and data analysis to develop actionable, policy-aligned recommendations that meet client needs.
  • Research and apply relevant program policies, procedures, enterprise strategies, and governing directives.
  • Edit and quality-control draft correspondence and materials to ensure accuracy, clarity, grammar, and proper formatting.
  • Support successful project execution by assisting with scope, schedule, and budget management.
  • Serve as a liaison among technical, functional, and non-functional stakeholders.
  • Gather, analyze, and communicate changes to business processes, policies, and associated lifecycle artifacts.

Required Qualifications:
  • Bachelor's degree in a relevant discipline.
  • At least 6-12 years of experience analyzing, reviewing, and documenting project requirements and performing business and data analysis in support of federal programs.
  • Proficiency with Microsoft 365 Enterprise (Word, Excel, PowerPoint, Teams, Outlook).
  • Demonstrated ability to communicate effectively and coordinate across multidisciplinary teams
  • Experience analyzing and documenting business processes and lifecycle artifacts.
  • Strong writing and editing skills, including drafting and quality-controlling written materials for clarity and compliance.
  • Lean Six Sigma Yellow Belt Certification preferred.

Clearance: Ability to obtain and maintain a Secret level security clearance is required.
