Overview
Capture Specialist

We are seeking a highly motivated Capture Specialist to lead the strategy and execution of complex, high-value pursuits within the AEC industry, with a focus on federal and public-sector clients. This is a hybrid role that bridges business development strategy and marketing, responsible for guiding opportunities from opportunity identification and positioning through to proposal submission and shortlist interview.
This individual will serve as the central driver of pursuit strategy, bringing together technical teams, business development leaders, and marketing resources to position the firm to win. The Capture Specialist will help shape winning strategies, develop compelling messaging, and lead the overall pursuit process to deliver high-quality, differentiated submissions and presentations.
This role is ideal for someone who enjoys shaping strategy, working with technical teams, is a highly skilled communicator, and is energized by storytelling and the challenge of turning opportunities into wins.
Responsibilities
Capture Strategy and Opportunity Leadership
  • Lead the capture process for strategic, high-value pursuits from opportunity identification through submission, in alignment with MBP's Capture Plan Process.
  • Own and facilitate all pre-RFP capture phases, including Interest Decision, Pursuit Decision, and Preliminary Proposal (Go/No-Go) Decision
  • Work with the team to evaluate opportunities and support go/no-go decisions based on competitive positioning, and win probability
  • Develop and manage capture plans, including pursuit timelines, milestones, decision gates, and team responsibilities
  • Work closely with internal business development analysts and convert intelligence into actionable position strategies.
  • Lead pre-RFP capture activities, including client engagement, partner teaming, and positioning efforts to strengthen win probability
  • Develop and maintain compliance matrices and outlines to guide proposal development once the RFP is released

Win Strategy and Positioning
  • Define and drive win themes, differentiators, and key messaging aligned with client needs and priorities
  • Translate technical solutions into clear, compelling value propositions that emphasize client benefit
  • Collaborate with leadership and technical teams to align on pursuit strategy and approach
  • Participate in industry days and leverage insights to shape early engagement strategies to strengthen positioning before RFP release
  • Analyze incumbents, competitors, and teaming structures to define MBP's competitive advantage and inform capture strategy

Proposal Development and Storytelling
  • Write, edit, and curate proposal content that clearly communicates MBP's strengths and approach
  • Partner with marketing to develop visually compelling, on-brand materials and presentations
  • Ensure proposals are tailored, client-focused, and differentiated in a competitive environment
  • Support interview preparation, including messaging, presentation development, and coaching
  • Help to facilitate proposal development from kickoff through submission, including outline development, storyboarding, and content integration in coordination with the Proposal Manager. Facilitate proposal reviews (pink team, red team, etc.) and work with the marketing team to incorporate feedback into final deliverables
  • Lead interview strategy and preparation, including messaging, storyboard development, working with marketing on graphics, and coaching of presenters

Qualifications
  • 7+ years of experience in capture management, proposal management, business development, or marketing within the AEC industry
  • Federal procurement experience required, including familiarity with federal acquisition processes and timelines
  • Proven experience leading large, complex pursuits and delivering winning proposals
  • Exceptional writing, editing, and storytelling skills with the ability to translate technical content into clear, compelling messaging
  • Demonstrated ability to lead cross-functional teams and manage competing priorities in a deadline-driven environment
  • Experience developing win strategies, competitive positioning, and client-focused messaging
  • Proficiency with Microsoft Office and required experience using CRM systems such as Deltek Vantagepoint or equivalent for pursuit tracking and decision documentation
  • Experience with federal teaming strategies, small business participation requirements, and partner coordination strongly preferred
  • APMP certification or equivalent preferred

The base salary range for this position is $125,000.00 to $145,000.00. Actual compensation will be determined based on work location, qualifications, experience, job-related skills, and relevant education or training.
