Duties and Responsibilities
Manages traffic engineering projects from concept through construction, including scope development, consultant coordination, plan review, and construction support; Reviews and approves traffic control plans, traffic impact analyses, signal designs, pavement marking plans, signage layouts, and intersection improvements for compliance with City standards and the MUTCD; Conducts traffic studies including speed studies, warrant analyses, crash data evaluations, operational assessments, and safety reviews; Utilizes traffic analysis and modeling tools (e.g., Synchro, HCS, or similar software) to evaluate intersection performance and signal timing; Assists in the development, implementation, and evaluation of neighborhood traffic calming policies and programs, including coordination with residents, Traffic Management staff, and City leadership; Serves as project manager for assigned traffic and transportation projects within the City's Capital Improvement Program (CIP); Provides technical direction and quality control review of work prepared by CAD operators, engineering interns, and junior engineers; Coordinates with TxDOT, regional agencies, consultants, contractors, and other City departments on traffic-related projects; Collaborates closely with Traffic Management personnel to ensure effective communication between engineering design and field implementation; Performs field inspections and construction monitoring to verify compliance with approved plans and specifications; Regularly interacts with residents, developers, business owners, and community groups at the public counter, by phone, and at meetings to address traffic-related concerns; Communicates complex technical information clearly and professionally to individuals with varying levels of technical knowledge; Prepares written reports, memoranda, and technical presentations for internal staff and public meetings; Responds to citizen complaints and high-emotion situations in a professional, patient, and solution-oriented manner.

Working Conditions
This position requires 100% on-site work. May be exposed to changing weather and construction hazards during monitoring and inspection procedures; works outside in all types of weather; works in manholes and trenches/ditches; is exposed to constant and extreme noise, dust/mites, mechanical hazards, temperature swings, heights and cold weather; works in warehouse and storeroom. Must be available to work Monday through Friday from 8:00 a.m. to 5:00 p.m. Must be available to work overtime as needed. Must be available to work extended hours as needed. Position may be considered essential during emergency situations.
Minimum Essential Qualifications
Knowledge: Principles of traffic engineering and transportation systems; Manual on Uniform Traffic Control Devices (MUTCD); Traffic signal operations and intersection design; Crash data analysis and roadway safety countermeasures; Construction administration and municipal project management; ADA accessibility standards within public right-of-way
Skills/Abilities: Proficiency in traffic analysis and modeling software; Ability to manage consultant contracts and review technical deliverables; Ability to review and provide quality control on engineering plans and CAD drawings; Strong interpersonal skills and ability to build collaborative relationships across departments; Ability to communicate clearly, respectfully, and professionally in person and in writing; Ability to remain composed and solution-oriented when responding to citizen complaints and high-visibility issues; Ability to exercise sound engineering judgment; Ability to prioritize multiple assignments in a municipal environment
Physical Requirements: Constantly sees and uses a calculator; frequently kneels, sorts, stands, writes by hand, sits, walks, drives, performs data entry and uses a P.C., holds objects weighing up to 10 lbs., carries objects weighing up to 20 lbs.; infrequently types, files, cleans, runs, twists body, squats, stoops, crawls, climbs, lifts objects weighing up to 20 lbs, pulls or pushes objects weighing up to 25 lbs., drags objects weighing up to 25 lbs.
Education/Experience: Graduation from a four-year college or university with a degree in Civil Engineering and at least five (5) years of progressively responsible civil engineering experience with major emphasis in roadway traffic and transportation municipal drainage systems design.

Other: This position requires 100% on-site work. Texas Professional Engineering Registration required, registration in another state is acceptable, provided Texas Professional Engineering licensure is obtained within six (6) months of employment. Certification as a Professional Traffic Operations Engineer (PTOE), Professional Transportation Planner (PTP), or Road Safety Professional (RSP) is preferred.
Must possess a valid Class C driver's license with a good driving record. Other state valid Driver's License equivalent to Texas Class C with a good driving record will be consideredTexas state law requires within 30 days of residency, you must possess a valid Texas driver's license.
