Tactical Road Traffic Operations Jobs (NOW HIRING)

Under administrative direction of the Traffic Operations Director, the Traffic Operations Deputy Director is responsible for the daily activities and functions of the Traffic Operations division and all services and products performed by department personnel. The Deputy Director is responsible for the implementation of all traffic control devices within City Right-of-Way for traffic safety to include: design, installation and maintenance of traffic control devices as required in the latest version of the Texas Manual for Uniform Traffic Control Devices (TMUTCD,) and coordination of street lighting with various local electric utility companies.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Responsible for daily activities, planning and implementation of budgeted programs for Traffic Operations Division.
• Responsible for hiring, training, monitoring and staff development, discipline, and all administrative personnel transactions.
• Responsible for departmental budget planning, and proper project implementation in accordance to department city goals and objectives.
• Reviews and evaluates departmental programs to ensure city policy and procedures are followed, efficient and safe use of equipment and personnel are properly trained and competent in completing assignments.
• Oversees various types of residential and/or commercial development, capital improvements and environmental improvements projects.
• Develops assessments to improve or create new and existing programs.
• Creates schedules and maintains reports for the efficient maintenance and operations of traffic control devices.
• Assists management with Traffic Operations and other job-related projects as needed.
• Serves as Traffic Operations Director in his or her absence.
• Designs, reviews and approves municipal projects for water, sewer, drainage, roadway, traffic signal and other miscellaneous systems.
• Review and approves existing traffic signal timing plans for coordination, efficiency and safety.
• Designs, reviews and approves new timing plans to minimize congestion, accidents and travel delays.
• Reviews and approves detailed studies to determine warrants for multi-way stops and signalized intersections.
• Reviews and approves detailed speed studies for determination of posted speed limits.
• Oversees and models traffic patterns utilizing simulation software.
• Reviews accident history for intersections or roadway corridors and recommends improvement to mitigate accidents or hazardous conditions.
• Designs traffic control devices and related appurtenances.
• Reviews street lighting plans for efficiency, safety and payment.
• Prepares design calculations, engineering estimates and construction plans.
• Prepares bid documents and contracts for solicitation of formal/informal bids.
• Solicits informal bids.
• Reviews and approves progress payments.
• Prepares "As Built" drawings.
• Reviews investigations as needed.
• Oversees document prepared for management and/or city commission.
• Makes public presentations before boards and city commission.
• Oversees Traffic Safety Board to ensure proper studies and recommendations are appropriate for appointed members to make decisions on.
• Perform related duties as assigned.

• This position requires a Bachelor of Science in Civil Engineering from an accredited college, university, or engineering school approved by the Texas Board of Professional Engineers and Land Surveyors.
• This position requires five (5) years of related work experience with broad management skills, direct supervision of others, and a thorough knowledge of Traffic Engineering and Traffic Safety Management.
• Local-level Government experience is highly desired, with practical experience in a wide range of traffic engineering
• Must be capable of understanding and implementing all departmental traffic operation responsibilities, goals and objectives. Must be capable of managing all aspects of assigned project activities properly and efficiently.

• Performs medium work that involves walking or standing some of the time and involves exerting up to 60 pounds of force on a regular and recurring basis.

• This position requires a valid Texas Class "C" Driver's License.
• This position requires registration as a Professional Engineer (P.E.) in the State of Texas as issued by the Texas Board of Professional Engineers and Land Surveyors.

• This position is safety sensitive, subject to random drug and alcohol testing.
• This position has supervisory responsibilities.
• This position may require working evenings, weekends, holidays, and during hurricanes or other emergencies.
