Description
The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community.
Under general supervision, serves as the regional liaison for healthcare preparedness and coordination of emergency response planning and training across hospitals, healthcare facilities, and community partners. Ensures compliance with federal and state guidelines, manages ASPR HPP grant deliverables, and strengthens healthcare coalitions to enhance emergency readiness and response capabilities.
ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Tasks
Leads and facilitates Healthcare Coalition operations ensuring alignment with ASPR, HPP, and CDC PHEP requirements. Coordinates development, implementation, and maintenance of emergency response and recovery plans. Serves as the liaison between healthcare facilities, public health departments, and emergency management partners during planning, drills, and activations. Manages ASPR HPP grant deliverables and prepares required reports. Develops and maintains systems for healthcare resource tracking and manages specialized assets. Plans and coordinates local trainings and exercises and provides technical assistance to healthcare facilities on preparedness and response activities. Ensures accurate and timely reporting; maintains updated coalition contact lists, websites, and communication platforms. Engages with community leaders, hospital executives, and the media to communicate preparedness efforts and maintain strong partnerships. Manages logistics for coalition operations, including setup and breakdown of field operations ensuring readiness and rapid deployment. Oversees preventative maintenance of Healthcare Coalition assets to ensure operational reliability including regular inspections, repairs, and inventory management.
During an emergency, functions from and works with the Tennessee Emergency Management Agency (TEMA) or Metropolitan Emergency Operations Center directors and officials to allocate resources in response to identified needs. Monitors utilization and movement of hospital resources, and helps provide additional resources throughout the region. Participates in discussions and decision making within and outside of Hamilton County Health and Social Services with emergency management officials.

Skill establishing and maintaining effective working relationships with diverse stakeholders.
Skill effectively communicating in both oral and written form.
Minimum Qualifications
A Master's degree in Public Health, Emergency Management, Hospital Administration, or a closely related field with at least three (3) years of direct work experience in healthcare administration, emergency preparedness, or public health program management. A valid driver's license is required.
OR
A Bachelor's degree in Public Health, Emergency Management, Hospital Administration, or a closely related field with at least five (5) years of direct work experience in healthcare administration, emergency preparedness, or public health program management. A valid driver's license is required.
OR
An Associate's degree in Public Health, Emergency Management, Hospital Administration, or a closely related field with at least seven (7) years of direct work experience in healthcare administration, emergency preparedness, or public health program management. A valid driver's license is required.
OR
A high school diploma with at least nine (9) years of direct work experience in healthcare administration, emergency preparedness, or public health program management. A valid driver's license is required.
ADDITIONAL REQUIREMENTS:
Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
This position is deemed essential/situational during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.
PHYSICAL REQUIREMENTS:
Work requires intermittent sitting, standing, walking, and ability to lift 50lbs; must be able to drive an automobile. Moderate risk of exposure to public health hazards during emergency response operations.

Medical coverage is offered through Cigna to fulltime employees. The County pays a generous portion of the medical premium. Two options are available to choose from: LCP (Local Cost Plus) and OAP (Open Access Plus).
  • The LCP has a smaller network that includes most providers and hospitals, with the exception of Parkridge facilities/providers.
  • The OAP is a national network of facilities/providers that includes most providers/hospitals, including Parkridge.

Dental coverage is a voluntary benefit available to fulltime employees. Three coverage options are offered: Cigna High Plan, Cigna Low Plan, and Sun Life DHMO.
  • The Cigna High Dental Plan covers orthodontia for children up to age 18. A national network of dental providers is available to choose from and this plan offers out of network coverage.
  • The Cigna Low Dental Plan does not cover orthodontia. A national network of dental providers is available to choose from and this plan offers out of network coverage.

Pension - Legacy Plan (hired prior to 10/1/2015), in which the employer contributes 14.70%.

Parental Leave:
Hamilton County provides eight (8) weeks of paid maternity leave and two (2) weeks of paid paternity leave following the birth of a child or placement of a child with an employee in connection with adoption (age 13 or younger) or foster care.
Paid Time Off:
Hamilton County Government provides generous paid time off (PTO) to fulltime employees from the start of employment.
  • Years 1 - 5: an employee will accrue 5.85 hours of leave, per pay period.
  • Years 5 - 10: an employee will accrue 6.77 hours of leave, per pay period.
  • Years 11-15: an employee will accrue 8.31hours of leave, per pay period.
  • Year 15 and each year thereafter, an employee will accrue 8.93 hours of leave, per pay period.

At each anniversary, an employee can roll over up to 80 hours of unused PTO into their leave bank. (Up to 800 hours for employees hired on or after 1/1/2013).
