Job Description
SummaryThis position is a full-time, primarily on-campus role with off site visits as needed.
Occasional evening or weekend work may be required for system issues or project needs.
The Manager of Protective Intelligence and Physical Security is responsible for the coordination and oversight of campus protective intelligence operations, emergency communications systems, physical security programs, and related security project management initiatives in support of the college's overall safety and crisis management mission. This position serves as a key operational leader focused on maintaining situational awareness, protecting institutional assets, and supporting a safe and secure environment for students, faculty, staff, and visitors.
The position oversees the collection, evaluation, analysis, and dissemination of security-related intelligence involving campus threats, suspicious activity, demonstrations, special events, criminal activity, and emerging risks. The manager works closely with local, state, and federal law enforcement agencies as well as internal stakeholders to support threat assessment, incident prevention, and operational planning.
The manager is also responsible for oversight of security communications systems and operational coordination capabilities, including radio communications, emergency notification systems, dispatch support functions, and interoperability during emergency incidents and large-scale campus events.
The physical security component of the role includes management of access control systems, CCTV and video surveillance programs, intrusion alarm systems, perimeter security measures, and other integrated security technologies. The manager conducts security assessments, identifies vulnerabilities, and develops recommendations to strengthen campus security infrastructure and operational readiness.
In addition, the position manages security-related projects from planning through implementation.
This includes coordinating security technology upgrades, infrastructure improvements, vendor relationships, budgeting support, timelines, installation oversight, and cross-department collaboration to ensure projects are completed efficiently and aligned with institutional security objectives.
This position supports crisis management operations, executive protection initiatives, emergency response coordination, and continuity planning efforts. The manager also assists in developing policies, procedures, training programs, and operational standards that support the institution's protective security objectives.
Essential Job Functions:
System Oversight & Administration
  • Maintain and manage the campus-wide video surveillance and electronic card access systems.
  • Ensure system functionality, uptime, and security through regular monitoring and preventative maintenance.
  • Troubleshoot and resolve hardware, software, and network issues related to security systems.

Project Management
  • Develop, plan, and oversee projects involving new installations, system upgrades, and retrofits of existing buildings.
  • Coordinate with campus departments, contractors, and vendors to ensure timely and effective execution of projects.
  • Lead security-related project management initiatives including system upgrades, installations, and infrastructure improvements.
  • Coordinate project timelines, vendor relationships, budgeting support, and implementation schedules.

Supervision
  • Supervise and support the Security Systems Technician, Intelligence specialist, and communications team.
  • Assign and oversee daily tasks, technical operations, and performance evaluations.

Contract & Vendor Management
  • Develop technical specifications and solicit bids for security systems and components.
  • Negotiate contracts with vendors and contractors to ensure high-quality services and products at competitive costs.
  • Monitor vendor performance and ensure contractual obligations are met.
  • Oversee appropriate contracts and ensure budgetary timelines and payments are requested for software.

Cross-Departmental Coordination
  • Collaborate with departments such as Campus Security, Facilities, ITS, Deans Office, and Administration to assess and respond to security needs.
  • Provide technical guidance and support to college personnel regarding access control and camera system usage.

System Planning & Strategy
  • Evaluate emerging technologies and industry trends to enhance the college's physical security infrastructure.
  • Maintain documentation of system architecture, configurations, changes, and procedures.
  • Conduct security assessments for campus facilities, events, and special operations.

Security Intelligence & Offsite Coordination
  • Monitor and support the management of security intelligence software.
  • Help develop and implement risk-based security strategies informed by intelligence trends and alerts.
  • Collaborate with Hillsdale College's security leadership to interpret intelligence data and adjust physical security measures accordingly.
  • Assist with coordination between campus and offsite security teams, ensuring consistent standards and communication channels are in place.
  • Support offsite location security planning through technology integration, intelligence briefings, and access system setup when required.
  • Support executive protection and dignitary security operations.
  • Support Aerial drone use and training

Required Qualifications
Education and Experience:
  • Bachelor's degree, or related experience in Information Technology, Engineering, Criminal Justice, or a related field preferred.
  • Minimum 3-5 years of experience in physical security systems management, access control, or IT-related infrastructure.
  • Experience supervising technical personnel and managing complex projects.
  • Drone pilot license and experience preferred.
  • Valid driver's license and ability to respond to after-hours emergencies if necessary.

Technical Skills:
  • Proficiency in security systems platforms such as Genetec, CCURE 9000, RAVE Guardian, BOSCH, Hanwa, or similar.
  • Working knowledge of network infrastructure, IP-based video systems, and low-voltage electrical systems.
  • Familiarity with system integration, including fire, intrusion, and building automation systems.
