Job description

THOR Solutions is actively seeking a highly motivated Senior DevSecOps/Systems Engineer to support an upcoming contract at the Naval Information Warfare Center Pacific (NIWC PAC) in San Diego, CA. This position will lead the integration, deployment, and sustainment of containerized software capabilities within Navy tactical networks. This role ensures that prototype software transitions to production-ready containers and operates reliably across CANES environments, lab testbeds, and operational afloat platforms.
An ideal candidate will have significant experience with DoD systems engineering, deploying software within a DoD DevSecOps pipeline, and integrating containerized software into Navy networks and computing environments.
This contract is expected to begin in or around December 2026.
Typical Responsibilities:
  • Perform software engineering in accordance with DoD DevSecOps platforms, policies, and best practices
  • Deliver software builds, automated testing, and cyber scans via C2X GitLab and the Overmatch Software Armory (OSA)
  • Post validated containers to the OSA Software Artifactory for fleet distribution
  • Ensure software operates correctly within CANES-representative test environments including OSA, Collaborative Support Environment (CSE), Operational Prototype Environment (OPE), afloat systems, and Combat Training Building (CTB) hardware-in-the-loop labs
  • Support implementation and testing of capabilities into the Maritime Tactical Command and Control (MTC2) application
  • Develop and maintain Software Development Plans (SDP) in accordance with IEEE/EIA Std. 12207.0
  • Containerize prototype capabilities aligned to the CANES technology stack and transition them to productionized containers
  • Support work across classification levels from unclassified to TS/SCI as directed by Security Classification Guides (SCGs)

Location: Full time onsite, split between the NIWC PAC facility and THOR's local offices in San Diego, CA.
California Alternative Work Week Schedule: This position may utilize the California Alternative Work Week schedule: 9-hours each day Monday - Thursday. Fridays will alternate as either 8-hour days or non-working days. In a two-week period, this totals 80 working hours.
Anticipated Travel: Up to 10% travel is anticipated to primarily CONUS locations.
Typical Physical Activity: Desk/computer work in an office environment. May involve: repetitive motion.
Typical Pay Range: The anticipated pay for this position in the identified location(s) is $138,000/year. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.
Existing TOP SECRET/SCI Security Clearance Required: This position requires a TOP SECRET/SCI security clearance. Candidates must either already possess an active or interim TS/SCI clearance OR be TS/SCI Eligible with a completed Tier 5 investigation. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.
Required Knowledge, Skills, and Abilities:
  • At least five (5) years of Navy/DoD systems engineering, including:
    • Experience deploying software within the Overmatch Software Armory (OSA) or a comparable DoD DevSecOps pipeline.
    • Experience integrating containerized software into Department of Navy (e.g. CANES) networks and computing environments using microservice architectures and/or service mesh technologies
  • Possess one or more of the following active certifications, to meet DoD 8140/8570 IAT Level II and/or intermediate proficiency level baseline for CSWF approval:
    • CompTIA Security+ (Sec+)
    • Cisco Certified Network Associate-Security (CCNA-Security)
    • CompTIA Cybersecurity Analyst (CySA+)
    • EC-Council Certified Network Defender (CND)
    • CompTIA Advanced Security Practitioner (CASP+)
    • Cisco Certified Network Professional (CCNP)
    • ISACA Certified Information Systems Auditor (CISA)
    • ISC2 Certified Information Systems Security Professional (CISSP) or Associate
  • Proficient with common productivity software.
  • Excellent communication skills.

Additional Preferred Knowledge, Skills, and Abilities:
  • Experience with GitLab CI/CD pipelines and container orchestration (Kubernetes, Helm).
  • Familiarity with Navy afloat computing environments and CANES architecture.
  • Experience with Risk Management Framework (RMF) and Authority to Operate (ATO) processes.
  • Knowledge of MTC2, C2X, or related Navy C2 programs of record.
