Position Summary
Weโ€™re seeking a high-impact Business Development Specialist to expand IMSโ€™s footprint across the Department of Defense (DoD). You will own the huntโ€”sourcing, shaping, and closing opportunities that align with our capabilities and deliver measurable value to our customers. Further duties and responsibilities include, but are not limited to:
Key Responsibilities (List not all inclusive):
  • Build a Dominant Pipeline: Proactively source and qualify DoD opportunities (AFLCMC, AFRL, DHA, USSF, etc.); convert early intel into validated pursuits.
  • Own Capture to Win: Lead capture from first conversation to awardโ€”call plans, stakeholder maps, win themes, black-hat analyses, price-to-win coordination, and compliant proposals.
  • Forge Strategic Partnerships: Secure teaming agreements with primes and niche SMEs to strengthen proposals and expand capacity.
  • Represent with Gravitas: Engage at industry days, AFCEA roundtables, and targeted one-on-ones; translate policy changes and acquisition reform into practical capture advantages.
  • Close & Transition: Drive negotiations to award; ensure smooth handoff to delivery with clear scope, KPIs, and stakeholder expectations.
  • Continuously Sharpen the Edge: Track market signals, refine our go-to-market, and mentor teammates on BD best practices.
How We Measure Success
  • Qualified Pipeline Value (QPv): Dollar value of validated, winnable opportunities added each quarter.
  • Capture Conversion Rate (CCR): % of qualified pursuits progressing to proposal submission and award.
  • New Revenue Won (NRW): Booked net-new DoD revenue attributed to your pursuits annually.
  • Strategic Partnership Yield (SPY): Executed teaming agreements that materially strengthen proposalsโ€”and the win rate on those partnered bids.
  • Customer Access & Insight Index (CAIยฒ): Quality/quantity of meaningful engagements and actionable pre-RFP intel documented in the capture plan.
Required Qualifications:
  • Bachelorโ€™s degree in Business Development, Marketing, Engineering or related field from an accredited college/university; PMP/APMP a plus.
  • 3+ years growing federal/DoD accounts (BD, capture, or solutions) with documented wins.
  • Fluent in FAR/DFARS and federal procurement lifecycles; comfortable with contracting, program, and technical stakeholders.
  • Led compliant proposals end-to-end with differentiated win themes.
  • Exceptional communication and executive presenceโ€”able to brief senior leaders and build trust quickly.
  • Meets U.S. citizenship and work eligibility requirements for federal contractors
  • Must possess or be able to obtain a Department of Defense (DOD) Secret level clearance, if requiredย

  • Advanced knowledge of business development, marketing strategies, and brand expansion

  • Advanced interpersonal and rapport building skills with proven ability to maintain strong client relationships and establish industry partnerships
  • Proven success negotiating and closing business deals
  • Strong knowledge of Microsoft Office: Word and proficiency in Excel, PowerPoint, Outlook, Visio, SharePoint, etc.
  • Proficiency in integrated business management and CRM software, including Hubspot
  • Strong organizational skills and attention to detail
  • Competency in meeting deadlines and achieving business development metrics
  • Strong research, organizational, and communication skills
  • Comfortable working collaboratively across teams in a support role
