The Massachusetts Health Policy Commission (HPC) seeks a Policy Associate to support the Market Oversight and Transparency (MOAT) department, a team of analysts, policy experts, and attorneys who have helped craft the HPCโ€™s first-in-the-nation Material Change Notices (MCN) and Cost and Market Impact Review (CMIR) processes and who are working to implement the HPCโ€™s expanded authority ย to review transactions involving health care provider capacity expansions and significant equity investments in provider organizations.
Reporting to the Associate Director of Market Oversight and Transparency, the Policy Associate will contribute to reviews of proposed health care transactions, including mergers and acquisitions, to assess the impact on health care costs and market functioning, quality and care delivery, and health care access and equity. The Policy Associate will also contribute to the agencyโ€™s overall policy and research agenda to increase transparency around health care market functioning and to improve the performance of the Massachusetts health care market in delivering high-quality, cost-effective, equitable care.
Duties of this position may include, but are not limited to:
  • Processing newly submitted notices of material change, including reviewing relevant data and documents, developing summaries and memoranda, conducting initial research, and developing questions for parties;
  • Reviewing production data and documents, developing quantitative and qualitative analyses with expert support, assisting in stakeholder engagement, and contributing to the preparation of presentations and reports of findings;
  • Assisting with the implementation of quantitative analyses with oversight by the Senior Manager for Data Analytics;
  • Providing policy and analytic support to MOAT's other presentations, reports, and workstreams, as needed; and ย 
  • Assisting with tasks including but not limited to communicating with subject matter experts, processing consultant invoices, editing drafts of reports and other work products, and ย coordinating timelines.

Desired Qualifications:ย 
  • 3 years of relevant full-time or equivalent part-time professional experience that has equipped the applicant with the competencies, knowledge, skills and abilities to succeed in the position. Some years of experience could be substituted with an advanced degree in public health, health policy, public policy, business administration, or economics;
  • A working knowledge of the Massachusetts health care landscape and familiarity with key stakeholders, including state agencies, provider organizations, and health plans;
  • Basic familiarity with mergers and acquisitions, business transactions, contract analysis, and/or antitrust law;
  • Excellent communication and relationship management skills, including experience facilitating complex and potentially adversarial discussions with stakeholders;
  • Excellent analytic and writing skills, including the ability to interpret and distill complex information into succinct products, and to tailor communication for various audiences;
  • The ability to balance multiple, competing priorities and deadlines;ย 
  • Unquestionable ethics and professionalism, with an ability to maintain the highest level of confidentiality;
  • Ability to take initiative and work independently, as well as to function as a team member;
  • A commitment to fostering an inclusive workplace that promotes collaboration amongst diverse viewpoints, facilitates cooperation and teamwork, and supports constructive resolution of conflicts;

The HPC operates a hybrid work schedule, with employees working two days a week from the HPCโ€™s office in Boston.โ€ฏโ€ฏโ€ฏย 
Compensation and Benefits
Salary Range
$80,000-$110,000 annually
Salary is commensurate with experience. The HPC may adjust title, responsibilities, and salary depending on the experience and expertise of the individual selected.ย
