Join us at CHIA andย help shape the future of Massachusetts health policy! We seek a Health Policy Analyst toย contribute to theย growing portfolio of our dynamic Health Informatics and Reporting team.ย The Health Policy Analyst will develop analytic reports and data products to produceย insights onย a range of health policy topic areas includingย affordability, access to primary care and behavioral health services, prescription drug costs, quality measurement, andย other emerging issues.ย 

As a Health Policy Analyst at CHIA, you will have the opportunity to:ย ย 

  1. Drive Data-Backed Insights: Seize the opportunity to work with an extensive range of health care enrollment, spending, and quality data, including our newly enhanced Massachusetts All-Payer Claims Database. You will be at the forefront of executing analysesย and publishing reports,ย utilizingย CHIA's rich data sources toย extractย crucial insights that will directly shape health care policies and initiatives.ย ย 

  2. Lead Strategic Project Management:โ€ฏTake charge of organizational excellence by crafting and overseeing work plans. In this role, you will ensure that projects are executed successfully within defined timelines while adhering to streamlined and efficient processes.ย ย 

  3. Empower Collaborative Teams:โ€ฏSupportย team membersย in creating, planning, and delivering high-value analytic products. This is your chance toย optimizeย the team'sย utilizationย of CHIA's data resources and other assets, fostering collaboration for impactful outcomes.ย ย 

  4. Champion Data Integrity:โ€ฏAssume a pivotal role in advancing comprehensive practices in documentation and data management and quality assurance. Your meticulous attention to detail and unwavering commitment to accuracy will play a crucial part in upholding the integrity of our data and analyses.ย ย 

Here are the important qualifications we are looking for:ย ย 

  1. Data Analytics and Strategy Expertise:ย Demonstratedย proficiencyย in data management and analysis, including organizing complex datasets, performing analyses, implementing quality assurance protocols, and documenting analytic processes. Experience with tools such as Excel, R, SAS, or SQL isย required. Experience with Power BI or Tableau for data visualization is preferred but not mandatory.ย 

  2. Health Careย Domainย Knowledge:ย Working understanding of the U.S. health care system and health policy environment. Experience with Massachusetts health policyย ecosystemย and/or health care claims data is preferred.ย 

  3. Effective Communication:ย Excellent written and verbal communication skills, including the ability to translate complex technical concepts into clear, compelling insights. Proven ability to interpret data and effectively communicate findings to both technical andย nonโ€‘technicalย audiences.ย 

  4. Educational Foundation:ย Bachelorโ€™s degree in social sciences, public policy, public health, or quantitative fieldโ€ฏrequired;โ€ฏadvanced degree in healthย care policy, healthย services research,ย health data analytics, or relatedโ€ฏfieldโ€ฏpreferred.โ€ฏโ€ฏย 

  5. Optionalย Advanced knowledge:ย Analyst IIIย candidatesย willย have a working knowledge of relevant health policy topics such as total cost of care measurement, insurance coverage and costs, quality alignment and measurement, the prescription drug supply chain, dental services, and/or experience with health care claims and enrollment data.ย

Applicants must have at least (A) two years of full-time, or equivalent part-time professional experience in business administration, health care planning or administration, public health policy or administration, human services policy analysis or administration or economics, the major duties of which included financial analysis of costs, expenses and revenue and/or the development, implementation and monitoring of financial reimbursement systems, or (B) any equivalent combination of the required experience and the substitutions below.ย ย 

Substitutions:ย ย 

I.โ€ฏA Bachelor's or higher degree with a major in health care administration, hospital administration, public health or health services administration, accounting, business administration, businessย management, public policy, publicย administrationย or economics may be substituted for the required experience.ย ย 

Analyst IIย 

Applicant must have at least (A) three years of full-time, or equivalent part-time professional experience in business administration, finance, accounting, health care planning or administration, public health policy or administration, human services policy analyses or administration, economics, or a similar field; or (B) any equivalent combination of the required experience and the substitutions below.ย ย 

Substitutions:ย ย 

I. A Bachelor's degree with a major in health care administration, hospital administration, public health or health services administration, finance, accounting, business administration, business management, public policy, public administration, economics, or similar degree may be substituted for a maximum of two years of the requiredย experience.*ย ย 

II. A graduate degree with a major in health care administration, hospital administration, public health or health services administration, finance, accounting, business administration, business management, public policy, public administration, economics, or a similar degree may be substituted for a maximum of three years of the required experience.*ย ย 

Analyst IIIย

A Bachelor's degree with a major in health care administration, hospital administration, public health or health services administration, accounting, business administration, business management, public policy, public administration, economics, or similar degree may be substituted for a maximum of two years of the requiredย experience.*ย ย 

II. A graduate degree with a major in health care administration, hospital administration, public health or health services administration, accounting, business administration, business management, public policy, public administration, economics, or a similar degree may be substituted for a maximum of three years of the requiredย experience.*ย ย 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.ย ย 

Total Compensation:โ€ฏย ย
