PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years

CLEARANCE REQUIREMENT: Active TS/SCI with a Current Poly (within 5 years)

Responsibilities include, but are not limited to:
  • Prepares and processes foreign disclosure requests and proposes recommendations to the Government per U.S. disclosure and release policies and guidance.
  • Review various products for release, ensuring all sources have been identified and appropriate security classification markings are applied. Verifies sources against product content.
  • Review finished intelligence products for compliance with U.S. national release policies, laws, and procedures for disclosure to foreign governments, international organizations, and coalition partners.
  • Maintains record archives of disclosure requests and adjudications and responds to requests for data; proposes disclosures or releases of information after technical and substantive reviews of information; advises on foreign disclosure policy and procedures in accordance with the Foreign Disclosure program; and tracks and maintains records for decisions concerning disclosure.
  • Provides Subject Matter Expertise (SME) and Advice on information sharing requestors, including briefings. Possesses in-depth knowledge and experience in IC and DoD policies and procedures for determining the release ability of classified information. Produces Operating Instructions (Ols) for Command wide programs and initiatives as assigned by the Government.

Required qualifications/skills (Must Be Reflected on Your Resume):
• Completed a DoD-approved Foreign Disclosure Officer Course and possesses no less than two-years of full-time Foreign Disclosure Officer experience within DoD.
• In addition, the contractor shall possess at least one year of experience using analytical research tools that include, but are not limited to; Foreign Disclosure Management System (FDMS), Foreign Release, Exchanges, and Disclosure Database (FREDDY), Record Message Traffic (RMI), etc. and possess experience using various foreign disclosure request mechanisms (e.g., CIA's iShare, NSA's PULSE and FORREL, etc.) to facilitate the release of intelligence products.
• A minimum of 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years, and a master's degree.

• A minimum of 17 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years, and a bachelor's degree
• Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.
• Demonstrates ability to work independently and with minimal oversight.
