Job description

Arcetyp LLC is a growing small business that provides a broad range of consulting services to US Federal Government, US Military, and Commercial clients. Services include Management & IT Consulting, Program & Project Management, and Professional & Admin Services. We are recruiting to fill a position to support a US Government client onsite in Pensacola FL as a Program/Management Analyst for USCG Liaison Office Support. This position is full-time.

Summary of Role

The Program/Management Analyst provides direct support to the U.S. Coast Guard Liaison Office (CGLO) in Pensacola, FL, ensuring effective oversight and execution of Coast Guard Aviator Production Planning (CGAPP). The position manages flight training student throughput, maintains training data systems, oversees student control functions, and serves as a liaison between Coast Guard leadership and Navy/Air Force training commands. This role is central to enabling the safe and efficient progression of over 100 Coast Guard student aviators annually through a two-year Naval aviation training pipeline, ensuring continuity of operations, compliance with directives, and alignment with FORCECOM mission objectives.


Duties and Responsibilities

  • Program/Training Analysis
    • Plan, develop, and conduct liaison support for Coast Guard Aviation Production Planning (CGAPP) across rotary- and fixed-wing training programs.
    • Perform statistical, operations research, and program analysis to identify training delays, bottlenecks, and resource requirements.
    • Direct program studies that affect pilot training and resource allocation policies with fiscal impacts.
  • Database & Performance Management
    • Oversee aviation production databases such as the Naval Aviation Integrated Production Data Repository (NIPDR) and Tango Sierra Hotel Aviation Readiness Program (TSHARP).
    • Collect, manage, and report student performance and training data to Coast Guard leadership.
    • Conduct long-term performance trend evaluations and recommend training system adjustments.
  • Student Control Oversight
    • Serve as the lead point of contact for student control administration across NAS Pensacola, NAS Whiting Field, and other training sites.
    • Monitor compliance with Naval and Coast Guard student training directives, ensuring accuracy of Aviation Training Jackets (ATJs).
    • Provide daily guidance, mentorship, and counseling to Coast Guard student aviators.
  • Liaison & Coordination
    • Maintain liaison with Naval Aviation Schools Command (NASC), Chief of Naval Air Training (CNATRA), Training Air Wings (FOUR & FIVE), and the U.S. Air Force 23d Flying Training Squadron.
    • Represent the Coast Guard Liaison Office in aviation production planning forums with DoD and partner services.
  • Reporting & Documentation
    • Contribute to Officer Evaluation Report (OER) and Enlisted Evaluation Report (EER) workflows.
    • Manage directive compliance, reporting deliverables, and project planning documentation.
    • Provide weekly progress reports to the Contracting Officer and Government Technical Representative.


Required Qualifications

Education

  • Minimum: Bachelor's degree in Business, Aviation Management, Public Administration, Operations Research, or related field.

Experience

  • Relevant experience in program or training management.
  • Demonstrated background in:
    • Aviation training program administration and student control processes.
    • Statistical, qualitative, and quantitative analysis methods.
    • Program management and performance evaluation.
    • Liaison roles with military training commands or comparable organizations.

Certifications (desired but not strictly required)

  • Project Management Professional (PMP) or equivalent program management certification.
  • Lean Six Sigma (Green Belt or higher) for process improvement.

Knowledge/Skills

  • Strong knowledge of CNATRA/NATRACOM aviation training systems and CGLO operations.
  • Familiarity with CNATRAINST 1500.4 (Naval Flight Student Training Administration Manual) and Coast Guard directives.
  • Proficiency with aviation data systems: TSHARP and NIPDR.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint) for reporting and analysis.
  • Strong analytical, statistical, and communication skills (both oral and written).
  • Ability to work independently, manage multiple projects, and provide recommendations in precedent-setting situations.
