Position Summary:

The Accountant is responsible for budget control, budget review, budget reporting, and budget forecasting activities of the District. Assumes responsibility for many reports that need to be filed with the Minnesota Department of Education as well as project specific work like the annual external financial audit, financial data analysis, internal expenditure audits and the long-range financial forecast.


Job Summary:

  • Assists in the preparation of the District budget, gathers historical data and departmental requests, performs budget analysis, gathers benchmarks and measurement data, and assists in the preparation of the budget publication.
  • Reviews preliminary financial and grant applications of departments for accuracy. Performs grant revenue and expenditure analysis. Completes required state and federal grant financial reporting.
  • Compiles financial and statistical reports for state agencies and for the annual external audit of the District’s financial statements. Assist in the internal audit of site and District financial records. Compiles monthly financial reports for various departments and School Board review and approval.
  • Identifies, develops, and implements internal process improvements using technology tools. Obtains supervisory approval on significant changes.
  • Approve or deny budget transfers and revisions as well as approve or deny purchase requisitions, credit card transactions, and check requests according to Federal or State Statutes and District policies and procedures. Communicates, performs training, and ensures proper internal controls with sites and departments pertaining to accounting functions, ensuring compliance with School Board policies, GAAP, GASB statements, and the State of Minnesota’s Uniform Financial Accounting and Reporting Standards (UFARS).
  • Perform other duties assigned in the Finance area.


Qualifications:

  • Bachelor's Degree in Accounting, Business Administration, Finance or similar.
  • Two (2) or more years of accounting experience required, preferable in governmental or public education.


Knowledge of:

  • Government Accounting Standards Board (GASB), Generally Accepted Accounting Principles (GAAP), Financial Accounting Standards Board (FASB) Standards, and Federal and State accounting regulations, procedures, and accountability standards.
  • Legal, ethical, and professional rules of conduct for public sector finance officers.
  • District and State agency accounting software applications, including UFARS.
  • Techniques and practices for efficient and cost-effective management of resources.


Skilled in:

  • Interpreting and applying accounting and auditing standards and procedures, applicable Federal and State rules and regulations, and District policies and procedures.
  • Reviewing and interpreting financial documents and verifying compliance with all regulatory requirements governing public sector financial activities.
  • Analyzing financial issues, evaluating alternatives, and developing recommendations and strategies.
  • Reviewing mathematical calculations and statistical models.
  • Communicating for business purposes – primarily written but also verbal.
  • Working independently and finding solutions to problems.
  • Applying good judgment to common and uncommon business problems.
  • Preparing professional communications/presentations with technology.
  • Computer software applications including Microsoft Office Suite and Google Workspace.
