About the job
As a Full Stack Software Developer, you will play a critical role in designing, developing, enhancing, and supporting our enterprise-grade applications and reporting solutions. Reporting to the IT Applications Director, you will work closely with business stakeholders, system architects, and cross-functional IT teams to deliver secure, scalable, and high-performing solutions.
You will operate with a high level of technical independence, navigating an Agile environment to support large-scale enterprise initiatives. From advanced backend architectural design to frontend user experiences, you will be instrumental in modernizing legacy systems, migrating complex data, and ensuring our technology ecosystem remains resilient, compliant, and highly available.
Minimum qualifications:
11 years of experience in full-stack software development utilizing .NET Core, C#, React JS, JavaScript, HTML, and CSS.
11 years of experience with SQL Server and relational database design, including data modeling, query optimization, and performance tuning.
11 years of experience working with Oracle databases, specifically executing data migrations from legacy systems to SQL Server.
11 years of experience developing with Power BI, including building dashboards, paginated reports, and complex data transformations.
11 years of hands-on experience with cloud platforms (Azure preferred), managing app services, storage, and security.
11 years of experience modernizing and converting legacy applications into scalable, web-based solutions.
Proficiency with CI/CD pipelines, Git, and modern DevOps tools.
Demonstrated knowledge of web accessibility standards (e.g., Section 508).
Preferred qualifications:
Bachelor's degree in Computer Science, Information Systems, Business, or a related technical field.
8+ years of experience supporting large-scale IT systems and data migrations within government, healthcare, or highly regulated environments.

Application Development: Design, develop, enhance, and maintain enterprise applications using .NET Core/C# backend services, RESTful APIs, and React JS for modern frontend interfaces.
Data & Reporting: Develop and maintain SQL Server databases (stored procedures, views, functions) and leverage Power BI to build operational dashboards and paginated reports.
Cloud & DevOps: Implement and support cloud-native solutions on Azure (or similar platforms), utilizing CI/CD pipelines, source control, and DevOps tools for automated builds, testing, and deployments.
Legacy Modernization: Transform, migrate, and validate legacy data (including Oracle to SQL Server migrations) to support new cloud-hosted systems and web-based solutions.
Quality Assurance: Develop and execute unit, integration, and system tests. Troubleshoot, diagnose, and resolve application defects and production issues across the entire technology stack.
Architecture & Governance: Ensure applications meet strict performance, availability, and security requirements. Collaborate with infrastructure and security teams to implement best practices for cloud governance and compliance.
Documentation & Mentorship: Create precise technical documentation, design specifications, and operational guides. Provide technical guidance, code review, and mentorship to junior developers and team members.
