Job Description
We are seeking a highly motivated and experienced Human Resource Information Services (HRIS) Manager to join our growing team. As a large organization with a complex HR landscape, we rely heavily on technology to manage and optimize our workforce data and processes. This key role is responsible for overseeing the entire HRIS and Finance applications ecosystem, ensuring its seamless operation, data integrity, and alignment with our strategic HR goals.
Examples of Duties
1. Serves as the administrator and subject matter expert for all technology in the HR and Finance departments.
2. Provides ongoing training and support to HR professionals and employees across the organization on using the HRIS systems effectively .
3. Responsible for working with HR and the I.T. department with implementing and managing the onboarding and offboarding process for new hires and terminations.
4. Develops and implement a comprehensive HRIS strategy aligned with organizational needs and priorities.
5. Leads the selection, implementation, and ongoing maintenance of HRIS solutions, including HR, talent management, and other specialized systems.
6. Partners with I.T. and other stakeholders to ensure smooth integration and data exchange between HRIS and other enterprise systems.
7. Stays abreast of emerging HR technologies and trends and propose innovative solutions to improve HR processes and efficiency.
8. Ensures the accuracy, integrity, and security of all HR data within the HRIS systems.
9. Develops and maintain data governance policies and procedures.
10. Generates reports and analytics to provide insights into workforce trends, performance metrics, and compliance requirements.
11. Supports HR leadership with data-driven decision making.
12. Manages user access and permissions to ensure data security and compliance.
13. Develops and maintain user documentation and support materials.
14. Addresses user queries and troubleshoot technical issues related to the HRIS systems.
15. Develops a thorough working knowledge of union contracts, and company policies and procedures.
16. Oversees & performs analysis and reporting of personnel information as required by executive management and outside agencies.
17. Leads HRIS-related projects, including system upgrades, integrations, and data migrations.
18. Develops project plans, timelines, and budgets.
19. Manages project risks and ensure successful completion within scope and on time.
20. Acts as technology liaison for the division with company Finance, Human Resources, and Pension administrators.
21. Assists in maintaining compliance with all relevant data privacy and security regulations.
22. Implements and enforce best practices for data security within the HRIS environment.
23. Conducts regular security audits and risk assessments.
24. Works cooperatively with all levels of personnel.
25. Attends in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meeting, trainings, etc.
26. Has thorough working knowledge of Agency policies and procedures, and collective bargaining agreements.
27. Will participate in the interview process, and the selection process for new positions as needed.
28. Travels and provides support to other departments and divisions with HR, Finance and other administrative technology related functions as needed.
29. Other duties and responsibilities as assigned.
Qualifications
1. A bachelor's degree with major course work in HRIS, Information Technology, Computer Programming, or a closely related field and five (5) years of work experience managing HR systems is required.
2. An equivalent combination of education and work experience on a year for year basis can be substituted for the 4-year degree requirement.
3. An advanced degree in Human Resources Management, and/or a PHR, SPHR, SRHM-CP, or SHRM-SCP is preferred.
4. A minimum of three (3) years experience managing human resources data and information systems is required.
5. Experience working in a union environment, and managing employees subject to a collective bargaining agreement, including coaching, corrective action, and outplacement when required.
6. Ability to handle sensitive and confidential information with discretion.
7. Ability to quickly master all internal software programs and new HRIS and timekeeping systems.
8. Experience in SQL and Visual Basic programming is strongly preferred.
9. Strong understanding of HR processes and data management best practices.
10. Proven experience in selecting, implementing and managing HRIS solutions.
11. Ability to prioritize projects and have excellent communication (written and oral) interpersonal skills, tact and diplomacy. Ability to work both independently and in a team environment.
12. Knowledge of the advanced principles of supervision, knowledge of progressive discipline processes, including, demonstrated ability to communicate clearly, build commitment to goals, offer instruction, with excellent written and verbal communication skills, interpersonal skills, tact and diplomacy.
13. Ability to work in a fast-paced environment, to multitask, manage multiple employees, ability to conduct training when necessary.
14. Customer-focused and capable of relating well at all levels of the organization.
15. Impeccable judgment and high personal/professional integrity.
16. Flexible availability including nights and weekends as needed to support a 3-shift 24/7/365 operation.
17. A valid driver's license is required. Individual may be required to travel state-wide in the course of their daily work.
