Position Summary
EBI Consulting is seeking a full-time Procurement Manager to lead the operation of the company's procurement function. This role owns the execution of the vendor lifecycle, contract governance, vendor performance management, and category strategy for EBI's core spend. The Procurement Manager brings strategic thinking, spend analysis, and operational discipline to a decentralized organization, driving adoption of standardized procurement process while enabling business speed. This is not purely a transactional role; the successful candidate will mature a modern procurement function that reduces risk, improves cost performance, and provides executive visibility into vendor spend and performance.
This position reports directly to the VP of Finance and is a hybrid role based out of our Burlington, MA corporate headquarters. The expectation is the successful candidate will be onsite 3-4 days per week so candidates need to be located geographically near Burlington, MA with the ability to thrive in an office environment.
Essential Duties and Responsibilities
  • Own the end-to-end vendor lifecycle from qualification and onboarding through off-boarding, including vendor vetting, MSA execution, and vendor master record management
  • Lead contract negotiation and management across major spend categories (subcontractors, laboratories, drillers, outside consultants) in partnership with Legal
  • Own DocuSign CLM as the system of record for contract status, expiration, qualification, and vendor tier data; configure 90/60/30-day renewal workflows to ensure no contract expires without an active disposition decision
  • Maintain the Approved Vendor List (AVL) with tier segmentation (Strategic, Preferred, Approved) based on spend concentration and performance data
  • Operate the vendor scorecard program; drive adoption across the organization's PO creator population and lead quarterly performance reviews with top vendors
  • Track Certificates of Insurance, required certifications, and compliance documentation for all active vendors
  • Partner with Finance to maintain vendor master data quality in NetSuite; enforce system-of-record discipline across NetSuite, DocuSign CLM, and Salesforce
  • Own procurement reporting including spend under management, PO coverage of COGS, vendor performance metrics, and contract expiration risk
  • Support Finance and Internal Audit on segregation-of-duties enforcement and controls testing in PSA and NetSuite
  • Train and support PO creators; act as strategic partner to Operations, Finance, and IT on procurement matters
  • Reconcile expired-contract risk; drive renewal, termination, or replacement decisions in coordination with Legal
  • Lead rate card refresh cycles annually for top vendors; ensure rate cards are documented in CLM and enforced through 3-way match
  • Contribute to procurement process improvements and cross-functional initiatives as the function matures

Qualifications and Capabilities
  • Bachelor's degree in Business Administration, Supply Chain Management, Finance, or related field, or equivalent professional experience
  • 5-8+ years of experience in finance, procurement, or a related role
  • Demonstrated experience managing vendor spend, including MSAs for subcontractors, consultants, or specialized service providers
  • Strong critical thinking and strategic analysis skills; able to prioritize based on spend concentration and business risk
  • Excellent data analysis skills; comfortable working with vendor spend data and PO transactions in Excel
  • Working knowledge of contract lifecycle management systems (DocuSign CLM or equivalent)
  • Experience with ERP systems and PSA/project management platforms
  • Strong written and verbal communication; able to influence stakeholders who do not report to them
  • Professional procurement certification (CPSM, CPM, or equivalent) preferred
  • Experience with NetSuite ERP and Salesforce as operational platforms preferred
  • Experience negotiating rate cards and MSAs preferred

The salary range describes the minimum to maximum base salary range for this position across applicable US locations. This position may also be eligible for a bonus whereby total compensation may exceed base salary depending on individual performance. The actual compensation offered will be based on a range of factors that are considered in making compensation decisions including, but not limited to; geographic location, work experience, education, licensure requirements, knowledge, skills/level, qualifications and budget.
