Fractional U.S. Government Partnerships & Business Development Lead

About the role

Viamo is seeking a commercially driven Fractional U.S. Government Partnerships & Business Development Lead to grow our U.S. Government (USG) business by identifying, positioning, and securing strategic partnership opportunities.

The role will focus on developing relationships with U.S. Government agencies, prime contractors, and implementing partners to position Viamo as a preferred technology and implementation partner across global development and health programs. Rather than leading proposal development, the successful candidate will drive early opportunity identification, capture, partner engagement, and strategic positioning that results in funded partnerships.

This is a fractional role with the potential to expand as Viamo's USG portfolio grows.

Key Responsibilities1. Business Development and Pipeline Management
  • Build and manage Viamo's U.S. Government opportunity pipeline.
  • Identify, assess, and qualify opportunities across the U.S. Department of State, CDC, U.S. Embassies, and other targeted agencies.
  • Prioritize opportunities based on strategic fit, funding potential, competitiveness, and organizational capacity.
  • Maintain accurate pipeline reporting, forecasts, and opportunity tracking.
  • Drive opportunities from identification through to award, in collaboration with internal and external stakeholders
2. Strategic Partnerships & Capture
  • Develop relationships with prime contractors, implementers, consortium partners, and key stakeholders across the USG ecosystem.
  • Position Viamo early during capture and program design.
  • Lead capability presentations, partnership discussions, and opportunity planning.
  • Secure meaningful technical and commercial roles for Viamo within consortiums and subcontracting arrangements.
  • Expand Viamo's network of strategic partners and strengthen existing relationships.
3. Opportunity Strategy & Positioning
  • Develop pursuit strategies and value propositions for priority opportunities.
  • Translate solicitations and market intelligence into actionable recommendations.
  • Position Viamo's digital platforms, AI capabilities, and country presence as differentiated solutions.
  • Support the development of technical scopes, commercial inputs, budgets, and compliance documentation required for partner submissions
4. Internal Collaboration
  • Coordinate cross-functional teams including Product, Technical, Country Programs, Finance, Legal, and Executive Leadership.
  • Ensure internal stakeholders have clear timelines, responsibilities, and decision points.
  • Support bid/no-bid decisions and resource planning.
  • Promote consistent business development processes and knowledge sharing across the organization.
5. Market Intelligence & Portfolio Growth
  • Monitor USG funding trends, procurement forecasts, APSs, RFPs, and agency priorities.
  • Identify emerging opportunities aligned with Viamo's digital and AI solutions.
  • Build repeatable business development processes, partner engagement strategies, and market intelligence.
  • Support selective proactive engagement with government stakeholders to expand future funding opportunities.
Team Structure Reporting
  • Report to the Vice President of Strategic Partnerships

Compensation
  • Compensation: USD 4,000 per month (based on a 50% Level of Effort (LoE)), plus a performance-based commission.
ProfileRequired
  • Significant business development, partnerships, capture, or account management experience within the U.S. international development or global health sector.
  • Strong understanding of U.S. Government funding mechanisms, particularly the Department of State, CDC, USAID, or related agencies.
  • Demonstrated success in securing funded partnerships through prime contractors or consortiums.
  • Established relationships with major implementers, prime contractors, and development organizations.
  • Experience developing capture strategies and positioning organizations within competitive bids.
  • Experience using a CRM to manage sales pipelines and track deal progression with accuracy and consistency is required. Viamo uses HubSpot, so prior experience with the platform is an advantage.

Working Arrangement
  • Fractional engagement (approximately 50% FTE).
  • U.S.-based: Remote, with periodic travel to Washington, D.C.
  • Candidates must already be based in and authorized to work in the U.S.; we are unable to support relocation or sponsor visas for this role
  • Frequent availability for calls within the GMT-2 to GMT+2 time zone range is required, as most of Viamo's country offices and the hiring manager for this role operate within these time zones.

Initial six-month engagement with the possibility of extension and increase in FTE based on performance and business growth.
