  • Employee should possess skills and demonstrated ability to communicate and interact with colleagues, counterparts in various USG agencies, high-ranking foreign representatives (military and diplomatic), and representatives of diverse cultures, and be able to utilize tact and diplomacy on all occasions.
  • Employee must meet the four-years of International Affairs education/experience requirement IAW OPM guidelines for the Foreign Affairs Series 0130 Occupational requirements (Ref:https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualificationstandards/0100/foreign-affairs-series-0130/).
  • The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • Employee may be required to perform extended/long-term and/or multiple Temporary Duty Assignments (TDY) tours in foreign nations to accomplish assigned duties. Work occasionally requires global travel away from the normal duty station; travel on military or commercial aircraft is required.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series (0130).
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in above, plus appropriate experience or additional education.
OR
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to National Disclosure Policy (NDP-1) principles, National Security Council (NSC) and Department of State strategic priorities for security cooperation, USG International/Foreign Affairs objectives, Foreign Assistance Act (FAA), Arms Export Control Act (AECA), Security Assistance Management Manual (SAMM), Foreign Military Sales (FMS) processes and funding, International Military Education & Training (IMET) programs, and/or understanding of international relations policy objectives within Air Force Security Assistance/Security Cooperation (SA/SC) programs. and how they are applied to issues relating to FMS and commercial exports of defense equipment, documents, instructions, and diagrams, technology, information, and assistance. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or International Affairs. Knowledge of Air Force, command programs, goals, objectives, missions, USG International/Foreign Affairs objectives, Foreign Military Sales (FMS) processes, and/or understanding of international relations policy objectives within Security Assistance/Security Cooperation (SA/SC) training programs sufficient to develop, evaluate and implement a wide variety of efficient and effective support programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to National Disclosure Policy (NDP 1) principles, National Security Council (NSC) and Department of State strategic priorities for security cooperation, USG International/Foreign Affairs objectives, Foreign Assistance Act (FAA), Arms Export Control Act (AECA), Security Assistance Management Manual (SAMM), Foreign Military Sales (FMS) processes and funding, International Military Education & Training (IMET) programs, and/or understanding of international relations policy objectives within Air Force Security Assistance/Security Cooperation (SA/SC) programs. and how they are applied to issues relating to FMS and commercial exports of defense equipment, documents, instructions, and diagrams, technology, information, and assistance.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or International Affairs.
3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
6. Knowledge of Air Force, command programs, goals, objectives, missions, USG International/Foreign Affairs objectives, Foreign Military Sales (FMS) processes, and/or understanding of international relations policy objectives within Security Assistance/Security Cooperation (SA/SC) training programs sufficient to develop, evaluate and implement a wide variety of efficient and effective support programs.
