Title: Water Utilities General Manager

Description
- Under administrativedirection, plans, organizes and directs the Foothills Utilities programs,projects and operations through effective planning, staff management, andresource allocation; assures compliance to state and Federal environmentalregulations, and Foothills Utilities policies, procedures and goals.

Essential duties and responsibilities may include, but are not limited to, the following:
- Serves as principal advisorto the Foothills Utilities on public utilities programs and technicalissues; exercises independent judgment within broad policy guidelines;evaluates and analyzes operational and technical issues and policies anddevelops and implements solutions.
- Plans, directs, reviews andevaluates the Utilities operations, projects and programs; including watertransmission & distribution, wastewater collection & treatment,and customer services; provides leadership, direction and guidance instrategies and program management.
- Directs operations througheffective planning, budget management, and resource allocation; assureseffective communication of Utilities issues with Foothills UtilitiesManagement, government officials, community organizations, and the generalpublic.
- Evaluates Foothills Utilitiesneeds and prioritizes programs, projects, plans, and resourcerequirements; interprets Foothills Utilities concerns, defines desiredresults, develops solutions, determines scope and priorities of programsand projects; encourages new ideas and collaborative approaches to solvingproblems.
- Directs, coaches and trainsstaff, and evaluates performance; meets regularly with staff to discussand resolve priorities, workload, resource allocation, budgets, technicalissues, quality standards, and services.
- Determines department goalsand objectives, and evaluates progress toward achieving goals; evaluatesstaffing levels, resource availability and service demands, and allocatesresources to optimize budgeted funds; manages administrative activitiesincluding budgets, contracts and activity reports.
- Analyzes operationalinformation, evaluates trends, and develops plans to meet future needs;assures utilities issues are properly addressed and resolved; monitorschanges in regulations and legislation.
- Monitors operations, managescosts, and creates policies to increase efficiency and effectiveness ofservices; directs technical projects and utility rate studies; assurescompliance with all regulations, standards and policies, includingreporting requirements for state and Federal agencies.
- Responds to criticalincidents, and takes command when appropriate; directs coordination ofplans and issues with other state and regional agencies; explains andinterprets programs, policies, and activities;.
- Supports the relationshipbetween the Foothills Utilities and the general public by demonstratingcourteous and cooperative behavior when interacting with citizens,visitors, and Foothills Utilities staff; promotes the Foothills Utilitiesgoals and priorities, vision, values, and complies with all FoothillsUtilities policies and procedures.
- Maintains absoluteconfidentiality of work-related issues and Foothills Utilitiesinformation; performs other duties as required or assigned.
Requirements
Qualifications
- Bachelor's Degree inEngineering, Business or Public Administration, or related field; AND sixyears of management experience in a large water/wastewater system; OR anequivalent combination of education, training and experience.
- Directing and coordinatingthe Foothills Utilities operations.
- Interpreting and applyingtechnical standards and procedures, Federal and state rules andregulations, and Foothills Utilities policies and procedures.
- Developing and managingplans, budgets, policies, and procedures.
- Managing staff, delegatingtasks and authority, and coaching to improve staff performance.
- Analyzing problems, resolvingdisputes and grievances, and developing effective solutions.
- Using initiative andindependent judgment within established procedural guidelines.
- Interpreting technicalinstructions and analyzing complex variables.
- Establishing and maintainingcooperative working relationships with Foothills Utilities employees,officials, and representatives from other local, state and Federalagencies.
- Assessing and prioritizingmultiple tasks, projects and demands.
- Preparing, reviewing andpresenting management reports.
- Operating a personal computerutilizing standard and specialized software.
- Communicating effectivelyverbally and in writing.
License and Certification Requirements
- A valid Arizona StateDriver's License is required.
- Water Treatment or WasteWater Treatment Plant Operator's Grade 4 certification from the ArizonaDepartment of Environmental Quality (ADEQ) is required.
- ADEQ certifications in bothW/WW functions are preferred; additional technical training andcertifications may be required.
Physical Demands and Working Environment
- Work is performed in astandard office environment. May occasionally be required to bend, reach,stoop, and lift objects.
