The Team You'll Work With:
The Office of the Deputy Mayor for Health and Human Services is responsible for ensuring that agencies that oversee the City's social services are run compassionately, equitably, and effectively, and that the City's public health and healthcare delivery systems deliver results for all New Yorkers. With a portfolio that amounts to approximately $22 billion, the Office of the Deputy Mayor for Health and Human Services, under the leadership of Deputy Mayor Helen Arteaga, is focused on implementing bold efforts within and across City agencies and the Mayor's Offices.
Agencies and Mayor's Offices reporting to the Deputy Mayor for Health and Human Services include: NYC Health + Hospitals, Department of Health and Mental Hygiene, Office of Chief Medical Examiner, Department of Social Services (Human Resources Administration and Department of Homeless Services), Administration for Children's Services, NYC Aging/Department for the Aging, Department of Youth and Community Services, Office to End Domestic and Gender-Based Violence, Department of Veterans' Services, Office of Community Mental Health, Office for People with Disabilities, Office of Food Policy, and Center for Innovation through Data Intelligence.
The Problems You'll Solve:
The Policy Analyst for Community Services Delivery serves as a key strategist and trusted advisor to the Deputy Mayor, with a focus on strengthening community-based services, improving access to support, and advancing the Administration's priorities for vulnerable populations. You will help shape policy, coordinate interagency efforts, and ensure that community voices and needs inform Citywide strategies.
You will represent the Deputy Mayor in meetings, events, and public engagements; build strong partnerships across agencies and neighborhoods; and help drive initiatives that improve service delivery, equity, and community well-being.
Duties include, but are not limited to:
- Strategic Leadership & Policy Development
o Serve as a trusted thought partner to the Deputy Mayor on community-focused policy, program design, and implementation.
o Provide strategic guidance on initiatives that strengthen social services, community support, and neighborhood-level engagement.
o Identify opportunities to improve service coordination and access for families, older adults, immigrants, people with disabilities, and other priority populations.
- Community Engagement & Stakeholder Partnerships
o Build and maintain strong relationships with community-based organizations, advocates, service providers, and local leaders.
o Facilitate collaboration and secure buy-in from internal and external partners on policy direction and program implementation.
o Ensure community perspectives inform DMHHS priorities and decision-making.
- Interagency Coordination
o Lead and support interagency working groups and task forces focused on community services and cross-system collaboration.
o Coordinate with agencies, boards, commissions, and institutions to advance policy initiatives and meet project goals.
o Ensuring Communications, Intergovernmental Affairs, and other Mayor's Office teams are aligned on major initiatives.
- Project & Portfolio Management
o Oversee and monitor complex, high-visibility projects across the DMHHS portfolio.
o Provide program administration and guidance on timelines, deliverables, and operational feasibility.
o Anticipate regulatory processes and critical path items to prevent delays and ensure successful execution.
o Support agency teams in developing streamlined schedules, budgets, and implementation plans.
- Deputy Mayor Support
o Manage aspects of the Deputy Mayor's internal and external presence, including written materials, public engagements, and community-facing communications (in partnership with Communications).
o Represent the Deputy Mayor at meetings, events, and community engagements as needed.
