Job description

The Prospective Group (TPG) is looking for a Foreign Military Financing (FMF)/International Military Education and Training (IMET) Program Coordinator. Successful candidates will have experience extracting financial and budgeting datasets from sources such as Oracle, SQL or MS Access using workbench or other UI tools as well as working with data visualization products like Tableau or Power BI to create budget reports and dashboards. The PC will be the drafter of: (1) Memos for the timely approval, obligation, or reprogramming of FMF/IMET funding; and (2) FMF allotment memos to move funds within State bureaus as necessary. Responsible for administrative support culminating in the annual Joint Security Sector Assistance Review, which requires liaison with the Interagency to ensure out-year budgets are deconflicted and best utilize appropriated funds. The PC shall provide FMF/IMET data management requirements utilizing the above-mentioned technologies.


Position Responsibilities:

  • Support program officers in the budgeting and execution process of the office's multibillion-dollar accounts, including general accounting; data entry and validation; reconciliation; and efficient reporting from the data management systems in use.
  • Use and update budget and financial data queries and dashboard views in systems such as Oracle, MS Access, Tableau and MS Power BI.
  • Draft, execute, and track the funding approval process for over $6 billion in security assistance programming annually.
  • Provide research, data collection, analysis, and reporting of country program, using current data management systems and data UI tools.
  • Provide budget formulation and analysis support for all office programs.
  • Perform analytical, forecasting and interpretive functions for the management and control of budgetary and financial resources, including tracking current and prior year funds.
  • Perform studies and audits on control, allocation and allotment of funds, assuring that allocations and allotments are in accordance with pertinent laws.
  • Make recommendations to improve the effectiveness and efficiency of financial controls.


 Position Requirements:

  • At least 2-years’ experience working on budget and fiscal processes for large-scale programs, preferably with the Department of State or the Department of Defense.
  • At least 1-year experience data extraction and presentation using any combination of: Oracle DB and tools, MS Access, MS SQL Management Studio, Tableau, R Language or Power BI  
  • At least 4-years’ experience in budgeting with Microsoft Excel.
  • Experience providing timely narrative and data-driven responses to requests for information or reporting requests.
  • Strong oral and written communication skills with experience presenting complex information.
  • Knowledge of U.S. government security assistance or security cooperation programs strongly desirable.

 

Preferred Qualifications:

  • Experience with the Global Financial Management System, Security Cooperation Information Portal (SCIP), or the DoD Security Assistance Network (SanWeb).
  • Preferred: Prior attendance at Defense Institute Security Cooperation University or its predecessor, the Defense Institute for Security Assistance Management.
