Description We are seeking a strategic and hands-on Fleet Operations Manager to lead a high-performing automotive maintenance and fleet program. This role is responsible for overseeing daily operations, managing personnel, optimizing budgets, and improving the processes that enhance efficiency, safety, and service delivery. The ideal candidate brings strong leadership, technical expertise in fleet management, and the ability to balance operational demands with long-term planning.

About the Division The Facilities Management Division is a team of over 100 professionals responsible for maintaining the Department's facilities, infrastructure, fleet, and major building systems. With an annual budget exceeding $13 million, the division supports both daily operations and long-term Capital Improvement Projects (CIP), balancing the demands of aging infrastructure with new construction and upgrades. Evaluate and recommend new processes, technologies, and equipment to enhance program performance. Communicate operational updates and initiatives to staff and support implementation of new techniques and procedures

Monitor performance metrics and identify opportunities for operational improvements. Personnel Management Manage and oversee a team of approximately 30 staff, including supervisors, mechanics, and parts personnel. Provide leadership through coaching, counseling, performance evaluations, and disciplinary actions as needed.

Partner with Human Resources to recruit, interview, hire, employee issues and onboarding new employees. Review, adjust, and approve employee timecards and payroll records. Develop and implement annual training and development programs to enhance staff performance and skills.

Budgeting & Financial Management Develop and manage the annual operating budget, including forecasting labor, parts, supplies, and fuel costs using fleet management systems and historical data. Monitor expenditures and provide justification and reporting on budget performance. Collaborate with leadership on purchasing decisions for vehicles and equipment.

Analyze fleet and equipment performance to inform purchasing specifications and lifecycle planning. Oversee purchasing programs, including procurement cards and outsourced repair services. Manage fleet disposal processes, ensuring assets are sold at fair market value using established systems and pricing strategies.

Required Skills & Competencies Strong knowledge of complex automotive maintenance and fleet operations. Proven leadership and supervisory experience managing diverse teams. Excellent problem-solving and organizational skills with the ability to manage multiple priorities.

Strong interpersonal skills with the ability to build effective working relationships. Effective written and verbal communication skills. Ability to analyze data and make informed operational and financial decisions.

Preferred Qualifications Demonstrated experience with progressively increasing responsibility in fleet or automotive maintenance management. Proven success leading teams, managing budgets, and improving operational performance. Minimum Qualifications Bachelor's Degree in Business or Public Administration, or any other related field.

Six (6) years of varied and responsible experience in the administration of a large fleet maintenance operation, including budget preparation, analysis, and control. An equivalent combination of education and experience may be substituted, which together total ten (10) years. Valid driver's license in accordance with both State and Commission rules and regulations.

Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment. Pass Commission medical examination. Supplemental Information Class/Specification: Fleet Services Manager May be subject to medical, drug and alcohol testing.
