What you will do!

The primary purpose of this position is to independently process, coordinate, and close residential mortgage loans for the ODVA Home Loans Program while ensuring full compliance with state and federal lending regulations. This role supports a highquality, compliant loan portfolio by working directly with mortgage applicants, lending partners, mortgage brokers, title and escrow companies, and other stakeholders.

The position serves as a key liaison for veteran borrowers and real estate professionals, providing clear guidance on applicable laws, program requirements, and loan terms. Responsibilities include verifying application accuracy, preparing and issuing required disclosures and closing documents, ensuring data integrity throughout the loan cycle, and purchasing completed loans from ODVA lending partners.

What are we looking for?

Loan Specialist 2 Minimum Qualifications:

Five years' experience in either:
Preparing or analyzing residential, commercial, or public sector loan applications using cash flow, financial statements, historical and annual operation analyses; including collections and foreclosure procedures; or

Processing real estate transactions including qualifying, evaluating and extending credit to borrowers, and property inspections; or

Marketing, analyzing, servicing, or underwriting residential, commercial, or public sector loans; or


Economic or community development.


A Bachelor's degree in Business Administration, Economic, Finance, Accounting, or related field may substitute for three years of experience. An Associate's degree in Real Estate, Finance, Business Administration or a related field may substitute for 18 months of the experience.

Candidates who are most competitive will also reflect the following:

  • Experience processing and closing residential mortgage loans while ensuring compliance with applicable state and federal lending regulations.
  • Skill in reviewing, analyzing, and verifying loan applications, supporting documentation, and borrower eligibility requirements.
  • Ability to interpret and apply mortgage lending laws, regulations, policies, and program guidelines to complex loan transactions.
  • Experience coordinating with borrowers, lenders, mortgage brokers, title and escrow companies, and other stakeholders to facilitate timely loan closings.
  • Strong attention to detail and organizational skills, with the ability to manage multiple loan files, meet deadlines, and maintain accurate records.
  • Excellent customer service and communication skills, including the ability to explain loan terms, program requirements, and lending processes to diverse audiences.

Additional Requirements:

This position requires successful completion of a fingerprint based criminal history background check through the Oregon (LEDS) and National (NCIC) law enforcement data systems. A valid Oregon or Washington State driver's license is required; must also undergo a Motor Vehicle Record (MVR) check, with ongoing monitoring as a condition of continued employment.

This position will be based out of ODVA's Salem Office; however, the successful candidate will be eligible for hybrid (work from home/in office) work schedule. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.

ODVA will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. This position will require travel to the ODVA Salem office and sites around the state on a periodic and on an as-needed basis. At ODVA, you will have access to a workspace, however, it may be shared with other employees.
