Description FOR INQUIRIES, PLEASE CONTACT THE EMPLOYER: Greene County Juvenile Court Juvenile Detention Center 2100 Greene Way Boulevard Xenia, OH 45385 937-562-4000 The Fiscal Officer is a professional person appointed to manage the budget, fiscal and personnel files of the Greene County Juvenile Detention Center (GCJDC) in Xenia, OH. The Fiscal Officer has primary responsibility for managing the daily financial operations of the GCJDC and ensures the Court operates within its established budgets. The Fiscal Officer is an unclassified employee appointed by, and serves at the pleasure of, the Greene County Juvenile Court Judge under the provision of 2151.13 of the Ohio Revised Code
The Fiscal Officer works under the supervision of the Director of Detention and is charged with providing a standard of performance in accordance with the Ohio Administrative Code and the Ohio Revised Code regarding the Ohio Department of Youth Services standards for Juvenile Detention Centers, the American Correctional Association standards for Juvenile Detention Facilities and the Prison Rape Elimination Act. Duties/Responsibilities JOB DUTIES (Examples may not be comprehensive): 1. Budget and Fiscal Operations Management: In coordination with the GCJDC Director, manage the Ohio Department of Youth Services Capital Projects Fund and the National School Lunch Program Fund; manage annual budget planning; participate in budget review meetings; manage payroll including daily monitoring of the time-clock system; process leave requests; process invoice payments for goods and contractual service providers; provide training and instruction; manage purchasing, vendor accounts/relationships, and inventory; maintain and track purchase orders/requisitions; manage and reconcile county and state chart of accounts; maintain budget and expense reports; track, analyze and interpret data to ensure cost effectiveness within budgetary guidelines; manage fiscal audits; support accreditation audits; review and edit fiscal and budget policy and procedure.
2. Personnel Management: Manage personnel files and documents related to budget and fiscal operations; process change of status documentation (Certificate of Appointment/Termination, wage changes); attendance; monitor compliance with personnel policy; report to the Director concerns and issues; participate in panel interviews for potential new employees; maintenance of confidential personnel files; understand hiring practices/processes; provide personnel orientation to new employees; process personnel paperwork including payroll, taxes and healthcare; process travel/training documentation; assist regarding Workers Compensation and Family Medical Leave Act; manage unemployment claims; manage personnel changes that affect policy and fringe benefits; update website with current employee information; supervise Administrative Assistant and provide direction; supervise other staff regarding fiscal operations, including but not limited to purchasing, inventory, travel/training and payroll. 3.
Technical Support: Provide technical support regarding computer applications and office equipment; contact information technology department and/or vendors for problems and repairs; assist with the maintenance and update of website. 4. Supplies and Equipment: Order supplies and equipment; maintain inventory of supplies; verify delivery of supplies, equipment and services and provide receipt for fiscal controls; maintain office equipment.
5. Any and all other duties as assigned by the Judge and/or Court Administrator. Minimum Qualifications REQUIRED KNOWLEDGE, SKILLS & ABILITIES (Examples may not be comprehensive/Job-related skills may be acquired pursuant to on-the-job training): Understand business and accounting best practices; general office practices and procedures; organization skills; attention to detail; ability to work independently; basic grammar; ability to multi-task; general problem solving skills; accounting and bookkeeping concepts and principles; mathematics (e.g
calculating decimals and percentages); payroll processes; budget preparation; government fiscal policies and procedures; personal computer and software applications (WORD, EXCEL, ACCESS, POWERPOINT and OUTLOOK); office equipment including but not limited to fax and copiers; purchasing; inventory; practices; analysis, interpretation and classification of information; preparation and development of statistical reports; high degree of discretion dealing with confidential information; maintenance of positive relationships with co-workers and the general public; ability to represent the organization/appointing authority in a positive manner in the community. MINIMUM REQUIREMENTS (Examples may not be comprehensive): Bachelor's Degree in Business or Accounting with five years related experience in business, finance and budget management and accounting or an equivalent combination of education and/or experience sufficient to successfully perform the job duties as listed above; satisfactory completion of physical examination resulting in finding of physical health adequate to perform the required functions of the job; satisfactory completion of professional references check; satisfactory completion of criminal background check; satisfactory completion of sexual risk assessment (if hired after 2015); satisfactory completion of Ohio Attorney General Offender Search; affirmative duty to report prior and/or current misconduct; confirmation of degrees, licenses and/or certificates. Misconduct includes any criminal charges, traffic violations, substantiated child abuse charges or convictions, substantiated allegations of sexual abuse or sexual harassment involving your former or current employer, and any news worthy information that may be detrimental to the employee or Greene County Juvenile Court.
Satisfactory completion of a criminal background check and professional reference check; confirmation of valid Drivers' license; and confirmation of degrees, licenses and or/certificates. Supplemental Information WORK CONDITIONS (Examples may not be comprehensive): GCJDC is a secure, locked facility for male and female juveniles ages 13-18 years of age, that operates 24 hours per day, 365 days a year. The population consists of at-risk, emotionally disturbed and/or potentially violent offenders.
The population includes juvenile sexual offenders. There is potential for exposure to communicable diseases and/or parasites. All workers are mandated reporters required to report harassment, abuse and/or neglect pursuant to established policy and procedure.
Work is to be conducted, at times, in a fast-paced environment involving deadlines. The Fiscal Officer's duties are conducted in an area separate from where juveniles reside but there is a potential for witnessing acting-out behavior and responses with physical force. Routine physical requirements include reaching, stooping, kneeling, standing, walking, writing/keyboarding, talking, hearing, seeing, driving and repetitive motions.
Tasks minimally require exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work to involve sitting most of the time. Standing and walking required occasionally.
Work schedule is flexible except that the employee is required to be present during core times (Monday-Friday, 6am-4pm). Schedule is full-time (80 hours per two-week pay period). The Fiscal Officer is a non-essential worker and is not required to report to work during inclement weather and/or other emergencies.
FLSA: non-exempt. TRAINING & DEVELOPMENT (Examples may not be comprehensive): Orientation training in policies, procedures and practices with additional hours of training within the first year of employment. Required training includes but is not limited to: Greene County Risk Management training (including Fire Safety and prevention, Hazard Communication and Defensive Driving), Prison Rape Elimination Act policy, procedure and practice; GCJDC Fiscal and Budget policy and Greene County Personnel Handbook.
NOTICES Court Expectations of Employee: In completing the duties and responsibilities of the position, the Court expects the employee will adhere to all court policies, guidelines, practices and procedures; act as a role model both inside and outside the Court; maintain the confidentiality of sensitive matters; perform duties as workload necessitates in a timely, accurate and thorough manner; be conscientious about meeting productivity standards; and communicate regularly with the Judge about all Court related issues. Routine work hours will be between 8:00 a.m. to 4:00 p.m., Monday through Friday
The Court Administrator is an on-call position. Flex scheduling and remote work is possible and requires pre-approval by the Judge. Employees of the Court are at-will employees and serve at the pleasure of the Court; they are not in the classified civil service system and are not members of bargaining units.
While Ohio has approved medical and recreational marijuana, the law does not require employers to permit or accommodate an employee's use, possession, or distribution of marijuana. Greene County is a drug-free workplace. Employees are required to comply with all applicable local, state, and federal laws regarding drug-free workplaces and while working for the County, will be required to follow the County's drug-free workplace policy.
