Financial Management Specialist (Developmental to Journeyman)

- Guided Execution: Perform recurring budget and financial tasks under the guidance of a senior supervisor, building core skills in problem-solving and data analytics.
- Operational Support: Assist the Budget Section in analyzing expenses and delivering cost-effective financial and budgetary services to the organization.
Phase 2: NH-03 Journeyman Level (Execute & Lead)
- Decision Support: Provide accurate, real-time financial analysis to AFSC/SW leadership to guide strategic, high-level business decisions.
- WCF Portfolio Management: Independently manage and execute Working Capital Fund budgets, tracking expenditures and analyzing complex financial data in support of depot operations.
- Strategic Optimization: Develop and implement cost-effective expense models to maximize resource efficiency across the maintenance directorate.

- This is a Financial Management level 1 Certified position IAW the National Defense Authorization Act (NDAA), 2012 Public Law 112-81, Subtitle R-Financial Management, Section 1599d.

Knowledge, Skills, and Abilities (KSA):
NH-02:
1. Knowledge of well-established laws, regulations, policies, precedents, methods and techniques applicable to common budgeting, cost analysis, and financial analysis work.
2. Knowledge of commonly used budget formulation and execution practices, procedures, and guidelines, as well as fundamental cost and economic analysis concepts.
3. Knowledge of management theories, principles, concepts and practices; knowledge of life cycle management and acquisition processes.
4. Knowledge of the methods and techniques of research inquiry and cost.
NH-03:
1. Comprehensive knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, policies, and processes and financial systems related to the aspects of capital and operating budget preparation and execution of cost, revenue and production, and management of assets.
2. Knowledge of the concepts, principles, practices, laws, regulations, and policies necessary for the execution of DoD Working Capital Funds (WCF).
3. Knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE), its process, products, terminology, and guidance documents. In-depth knowledge of the organic CSAG-M functions, to include financial and production related operations, policy and procedures found in base level, AFSC, HQ AFMC, and DoD regulations, capital and operating budget preparation, rate structures, revenue calculation, expense/investment development and tracking, and financial/program analysis required to maintain a solvent CSAG-M fund.
4. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of financial depot maintenance data, along with the knowledge of mission, organization, workload, work processes and skills associated with depot maintenance.
5. Overall comprehensive knowledge of business, financial, and management principles and practices common to the administration of government organizations such as how to interpret financial reports, balance sheets, income statements, etc.
6. Skill to plan, organize, and conduct information gathering and to negotiate with management to implement recommendations for improvements involving resources, investments, projects, production, workload, and/or financial issues.
