Job description

Function Lead the Financial and Operational Strategy Behind Human Services The City of Hampton is seeking an accomplished Finance & Operations Administrator to provide senior-level leadership for the financial, accounting, and business operations of the Department of Human Services. Reporting to the Director of Human Services, this position oversees critical functions including budgeting, accounting, procurement, grants, facilities, technology, and administrative operations while ensuring compliance with City, state, and federal requirements. What You'll Be Doing: Oversee financial services, accounting, budgeting, procurement, grants, and departmental business operations.

Prepare and manage annual City and State budgets, analyze expenditures and revenues, and provide financial forecasts and reports. Establish and maintain internal accounting controls in accordance with Generally Accepted Accounting Principles (GAAP). Coordinate financial and programmatic audits and oversee complex state and federal reimbursement claims.

Serve as a liaison with the City's Finance Department, Budget Office, Virginia Department of Social Services, and other partners. Supervise administrative and operational staff and participate in personnel, staffing, salary, and position-related decisions. Manage departmental contracts, grant proposals, facilities, capital improvements, building maintenance, safety, and security.

Oversee departmental technology and communications systems in coordination with Information Technology. Serve as an assistant and backup to the Director of Human Services, providing strategic guidance and representing the Director when needed. Minimum Requirements Requires a Bachelor's degree in Accounting, Business Administration, Public Administration, Finance, Management Information Systems, Computer Science, or a related field of study.

A A minimum of five (5) years of full-time equivalent experience in accounting or budgeting, human services operations, governmental or non-profit financial management, or closely related experience. A combination of education and experience may be considered for this position. Must possess a valid driver's license and must have and maintain a satisfactory driving record based on the City of Hampton's criteria.

Must successfully pass a background check related to this position prior to any offer of employment or promotion. Additional Requirements Requires effective communication with internal and external customers. May require some out-of-town travel.
