The Job ** THIS IS A CONFIRE POSITION ONLY ** CONFIRE is a separate entity from San Bernardino County and the Fire Protection District. CONFIRE, JPA is seeking an experienced Finance Manager to oversee the Department's budget, fiscal operations, grants, and payroll functions. This position provides leadership in financial planning, fiscal control, policy development, and staff supervision, and supports executive leadership through financial analysis, reporting, and budgetary recommendations.

CONFIRE is a Joint Powers Authority (JPA) Regional Emergency Communications and Information Services provider located in San Bernardino County California established to provide communications, dispatch, computer information systems support (IS), and geographic information systems (GIS) to CONFIRE members and contract agencies. We serve 13 fire agencies in San Bernardino County with 24/7/365 direct fire, EMS, and rescue dispatch services. To learn more about CONFIRE, click here.

Manages and oversees the fiscal, analytical, grants, and payroll activities of the Department, including budgetary process, fiscal control, accounting, and payroll. 2

Supervises and directs a subordinate staff; evaluates work; hires, approves step advances and recommends disciplinary actions as required. 3. Prepares, or oversees the preparation of, detailed studies regarding department and division budgets; analyzes budget requests; prepares justifications for the denial or recommendation of budgetary proposals; maintains continuing review of budget expenditures; reviews requests for non-budgeted items; recommends appropriate action in response to budget variances.

4. Performs difficult analytical studies of organizational structures, systems, procedures, policies and practices; proposes new administrative policies and procedures; coordinates the implementation of adopted recommendations. 5.

Analyzes proposed and existing legislation and interprets implications on operations and costs; assists in the development of legislative recommendations and other appropriate actions. 6. Assists in preparing, negotiating, developing and monitoring grants and contracts designed to provide specific services to the organization, assuring delivery of services and compliance with all contract/grant terms.

7. Prepares written reports and correspondence on a variety of administrative fiscal and budget items. 8.

May attend and participate in meetings with elected or appointed officials to answer questions on specific budget or administrative items. 9. Provides other duties, and vacation and temporary relief, as required.

CONDITIONS OF EMPLOYMENT Work Availability: Must be available to work a flexible schedule, including evenings, weekends, and holidays as needed, to support finance division as needed. Must be available to report to CONFIRE facilities in Rialto, San Bernardino, or Hesperia as required Travel: Travel between CONFIRE sites and member agency locations may be required. A valid California driver license and proof of automobile liability insurance must be presented at time of hire and maintained throughout employment.

Minimum Requirements Minimum Requirements Education: A Bachelor's degree from an accredited college or university in finance, economics, accounting, public/business administration, behavioral/social science, or other relevant field. --- AND --- Experience: Three (3) years of professional-level work experience with primary responsibility for budgetary oversight, and analyzing, interpreting, and making recommendations to management utilizing budget/financial analysis of cost centers, organizational structure, contracts, indirect cost rate proposals, and/or grants.

Desired Qualifications The ideal candidate will have extensive governmental budgeting and finance experience with the ability to understand and apply complex policies and procedures. Two years of supervisory experience. Experience in cost accounting and managing multiple funding streams.
