Project Coordinator - FEMA Disaster Emergency Communications

Lafayette Group is seeking a qualified and highly motivated Management Consultant to coordinate complex projects in support of the Federal Emergency Management Agency (FEMA) Disaster Emergency Communications Division (DECD) Project Management Office (PMO). The Project Coordinator is responsible for supporting the overall project management framework, governance processes, and project execution for all DECD IT and telecommunications projects. This position will involve leading the intake process for project requests, and working with project sponsors, business stakeholders, and IT/telecommunications staff to gather and analyze requirements and ensure project charters and plans are appropriately documented and meet Project Management Institute (PMI) standards and practices. This role also leverages reporting tools and facilitates review meetings between project teams and DECD leadership to ensure DECD projects successfully complete the project lifecycle to deliver organizational and mission value. In addition, this role defines and implements the continuous improvement roadmap for DECD PMO processes and capabilities.
Primary Responsibilities:
  • Support the establishment and successful implementation of the DECD PMO's strategy, responsibilities, services, and deliverables.
  • Coordinate the establishment of frameworks and standards for project management across the organization.
  • Maintain project management standards for the DECD IT/telecommunications project portfolio.
  • Identify and conduct improvements into the DECD PMO program and ensure industry best practices are leveraged.
  • Organize project communications including project steering committee meetings and status reports.
  • Evaluate project risks and issues and implement mitigation plans.
  • Ensure that project goals are accomplished and in line with organizational objectives.
  • Maintain accurate documentation of project deliverables.
  • Build strong relationships with clients and stakeholders.
Required Qualifications:
  • Education: Must have a Bachelor's Degree.
  • Must have 3+ years of demonstrated project management experience including supporting the planning, executing, controlling, and closing projects and the ability to manage a project and its components simultaneously with minimal supervision.
  • CAPM or PMP Certification -or- 5+ years of experience in a project management related role
  • Must be able and willing to work on-site with our client at FEMA HQ at least 5 days each week
  • Experience using PMI methodologies (or equivalent) across the entire lifecycle of small, medium, and large sized projects.
  • Demonstrated ability to develop effective project plans including tasks, milestones, deliverables, schedule, dependencies, resources, and risks.
  • Basic knowledge of a variety of IT/telecommunications technologies (e.g., land mobile radio, cellular, satellite).
  • Highly proficient in MS Word, Excel, PowerPoint, and MS Project.
  • Excellent written/oral communication skills for reports and presentations.
  • Strong organizational skills, with a keen attention to detail, and the ability to prioritize workload and maintain schedules and deadlines.
  • Strong ability to build lasting relationships with key stakeholders.
  • Must have the ability to obtain and maintain DHS suitability which will require successful completion of a background check and fingerprinting.
Additional/Preferred Qualifications:
  • Experience using project management tools/software (e.g., MS Project, MS Planner, Jira, Smartsheet, ClickUp, Monday.com).
  • Experience developing well-organized and insightful reports, dashboards, and other forms of data visualizations in support of status reporting and decision-making.
  • Experience with dashboard development/business intelligence tools such as MS Power BI and Tableau
  • Basic knowledge of the Systems Engineering Life Cycle (SELC) and associated artifacts.
  • Experience working directly with senior government leadership and staff.
  • Existing security clearance or suitability

Compensation: $75,000 - $80,000
Federal Contracts & Security:
This position involves working on federal contracts that require all workers on the contract to be U.S. Citizens. Additionally, some contracts may require the ability to obtain a security clearance.
