> Human Resources Analyst AtOrchard LLC Human Resources Analyst MD Description @Orchard LLC is seeking an experienced Human Resources Analyst to support the NOAA Office of Ocean Exploration and Research (OER). The Human Resources Specialist provides personnel management and administrative support for staff, interns, and visiting personnel. This position supports workforce management processes including onboarding, offboarding, HR documentation, and access coordination for personnel working at NOAA facilities and on NOAA platforms. This position is contingent upon contract award. Key Responsibilities: * Coordinate onboarding and offboarding activities for federal employees, contractors, interns, fellows, and visiting personnel, ensuring timely completion of required documentation and access requests.  
* Provide administrative support for personnel actions, including recruitment, appointments, details, promotions, and other workforce management activities.  
* Prepare, review, and process HR documentation using NOAA human resources systems, including the Recruitment Analysis Data System (RADS), Automated Classification System (ACS), and HR Connect. 
* Coordinate personnel security and facility access activities, including Common Access Card (CAC) and eQIP documentation, in collaboration with security and administrative personnel. 
* Maintain accurate workforce records, organizational alignments, supervisory assignments, and personnel documentation in accordance with federal policies and NOAA procedures. 
* Track workforce compliance requirements, including telework agreements, mandatory training, and other personnel-related reporting requirements. 
* Support workforce planning initiatives by maintaining personnel status reports, monitoring staffing actions, and assisting leadership with workforce data and documentation. 
* Coordinate with NOAA managers, Human Resources offices, security personnel, and administrative staff to facilitate timely personnel actions and resolve HR related issues. 
* Develop and maintain standard operating procedures, tracking tools, and workforce documentation to improve efficiency and consistency across HR operations. 
* Ensure all personnel records and HR activities comply with applicable federal regulations, Department of Commerce policies, NOAA guidance, and organizational procedures. Requirements * Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related discipline.  
* Minimum five (5) years of experience supporting federal human resources operations, workforce management, or personnel administration.  
* Experience supporting NOAA, the Department of Commerce, or another federal civilian agency.  
* Experience using NOAA HR systems such as HR Connect, Recruitment Analysis Data System (RADS), Automated Classification System (ACS), eQIP, or related federal HR applications.  
* Experience coordinating onboarding, offboarding, personnel actions, and workforce documentation in a federal environment.  
* Working knowledge of federal human resources policies, personnel processes, and workforce management practices.  
* Experience supporting HR information systems and maintaining confidential personnel records.  
* Strong organizational skills with the ability to manage multiple priorities while meeting deadlines.  
* Excellent written and verbal communication skills with the ability to interact effectively with employees, managers, and government stakeholders.  
* Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and Teams.   Preferred Qualifications: * Familiarity with federal onboarding, personnel security, and credentialing processes.  
* Experience supporting scientific, technical, or research organizations.  
* Knowledge of federal telework policies and workforce compliance requirements.
