Title: Federal Programs/Curriculum and Instruction Director
REPORTS TO: Superintendent of Education
FLSA STATUS: Exempt
TERMS OF EMPLOYMENT: Twelve-month Central Office employee. Salary to be determined by Board of Education approved Salary Matrix for the position of Federal Programs/Curriculum. Placement on the Salary Matrix to be determined by degree and years of experience.
EVALUATION: Performance of this job will be evaluated annually in accordance with the State Board of Education Professional Educator's Personnel Evaluation (PEPE.)
JOB GOAL: To ensure that programs and personnel within the Federal Programs and Curriculum/Instruction Departments are implemented and viewed according to federal guidelines and as integral parts of the instructional programs of the school district, ensuring that all students succeed in developing the skills and abilities necessary to master the basic concepts of the Scottsboro City School system's educational program.
QUALIFICATIONS:
- Master's Degree from an Accredited Institution
- Valid Alabama Administrative Certificate
- Administrative or Supervisory Experience Required
SUPERVISES: Federal programs personnel, and in conjunction with site administrators, all K-12th grade certified and classified personnel (excluding Guidance Counselors, librarians, school secretaries, Special Education teachers) and After-School program personnel.
PERFORMANCE RESPONSIBILITIES:
- Monitors the effectiveness of Title I programs in eligible schools, ensuring adherence to federal, state, and local program guidelines and policies. Reviews school plans and budgets and visits schools to review documentation.
- Responds to calls/inquiries/emails regarding the Title I program.
- Develops and implements instructional policies and programs; interprets educational policies and procedures for a variety of audiences.
- Prepares grant applications to receive Federal funds in order to implement various Federal programs; monitor grant expenditures; ensures programs are implemented within Federal rules and regulations.
- Monitors and keeps accurate records of all Federal funds allocated to the Local Educational Agency (LEA). Authorizes the purchase of materials, supplies, and Equipment for the Title I schools.
- Supervises subordinate staff, provides staff with professional development opportunities, advises and consults staff, assisting with non-routine situations as they arise.
- Makes presentations on Title I and other Federal programs for parents, school staff, and outside agencies as requested.
- Maintains records of all Federal programs. Creates summary reports for the program. Prepares and submits required local, state, and federal reports.
- Conducts personnel administration duties for staff, including interviewing, evaluating, assigning special duties, monitoring attendance and travel reports, and granting leave.
- Attends various area, district, state, and national professional meetings related to Federal programs in order to successfully upgrade professional knowledge.
- Coordinates, supervises, and implements Federal Programs and Curriculum/Instructional activities.
- Supervises fiscal decisions for Federal projects to prepare for budgets and budget amendments.
- Conduct administrative meetings for Federal Programs and Curriculum/instruction with principals, teachers, and other personnel.
- Disseminates appropriate information regarding federal programs.
- Serves as the Homeless Liaison for the district.
- Communicates and coordinates with agencies for homeless families concerning the needs of the children in regard to enrolling in school and in expediting the process.
- Communicate and coordinate with agencies for homeless families concerning medical and counseling needs of the child.
- Assist with identifying homeless children.
- Participates in required in-service programs.
- Assist with special needs of the homeless child.
- Monitors student's progress.
- Provides intervention for families when needed.
- Works with appropriate community organizations and agencies in developing, implementing, and maintaining a Community Education Program.
- Works with appropriate school system personnel in developing, implementing, and maintaining an After-School program for students in appropriate grades levels.
- Serves as a member of the Superintendent's Leadership Team.
- Supervises all areas of Curriculum and Instruction, including Textbook adoption
procedures. - Serves as school system representative in working with University Teacher Education programs to place student teachers within the school system.
- Serves as team player and role model for other employees within the organization and demonstrates a commitment to continuous quality improvement and system-wide goals.
- Directs, supervises, or performs other duties, assignments, programs, and responsibilities as assigned by the Superintendent of Education.
