Job description

One Federal Solution is seeking a Human Capital Analyst III to support strategic human capital planning, workforce development, data analytics, reporting, and administrative information management activities.

The Human Capital Analyst III will assist the Human Capital Officer (HCO) with workforce analysis, strategic planning, policy and process improvement, workforce development initiatives, and data-driven decision-making to support ONR’s human capital objectives.

Key Responsibilities
  • Human Capital Strategic Planning & Analysis: Assist the Human Capital Officer (HCO) in developing the ONR Human Capital Strategic Plan, including assessing workforce characteristics, evaluating existing practices, identifying organizational best practices (benchmarking), and conducting analysis of current HC policies and procedures to recommend improvements.
  • Workforce Development & Engagement: Assist in the development, refinement, and promotion of workforce development initiatives, including supporting a rotational assignment program, training opportunities, mentoring coordination, and up to six (6) diversity events per year to foster a culture of continuous learning.
  • Data Analytics & Reporting: Assist with the design and implementation of processes to collect and analyze HC data. Produce research, reports, and studies to measure intellectual capital and support data-driven decision-making.
  • Administrative & Information Management Support: Provide administrative support, including preparing briefings, tracking issues, and planning meetings. Assist in coordinating and developing content for ONR Human Capital websites (e.g., iConnect) and other multimedia capabilities.
Required Qualifications
  • Strong analytical, organizational, and communication skills.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.
  • Ability to conduct analysis of current operational policies, procedures, and processes.
  • Prior experience operating in a multi-tasking, diverse environment and building consensus among multiple stakeholders.
Education & Experience

Bachelor’s degree in Human Resource Management, Labor Relations, or another relevant academic discipline and eight (8) years of Human Capital analysis and support experience.

Desired:

Master’s degree in Business Administration or another relevant academic discipline.
