Are you a civil engineer ready to step out of the back office and take command of high-profile, complex transportation projects? We are seeking a Senior Project Engineer – CEI to serve as the elite technical leader and project steward for major infrastructure initiatives across Florida.

Following major FDOT project wins—including a high-profile I-75 program—Ryan Pellarin (recently promoted to lead transportation operations across Florida) is rapidly expanding his team. This isn't simply filling a position; it’s a strategic search for a long-term leader who wants to manage complex transportation projects, mentor engineers, build critical client relationships, and directly influence the future of our Florida transportation practice.

While we are looking for existing Senior Project Engineers, we are highly enthusiastic about considering high-performing Project Engineers or Project Administrators who possess a strong transportation background and are ready to take their definitive next step into leadership.

Core Responsibilities

  • Project Leadership & Field Stewardship: Oversee day-to-day CEI operations for high-priority transportation programs, driving compliance with contract requirements, plans, and safety standards while monitoring contractor performance and construction progress.

  • Team Mentorship & Practice Growth: Guide, mentor, and develop inspectors, project administrators, and junior engineering staff; focus on building and leading a growing team rather than simply managing daily tasks.

  • Technical Authority & Problem Resolution: Interpret complex engineering plans, specifications, and contract documents; evaluate contractor submittals, RFIs, and change requests to deliver innovative recommendations for field challenges.

  • Quality Assurance & Compliance: Enforce strict adherence to FDOT requirements, CPAM standards, and project specifications while overseeing all technical documentation, materials certifications, and testing records.

  • Schedule & Claims Management: Review critical path method (CPM) schedules and analyze construction claim packages to support rigorous contract administration and risk mitigation.

  • Operational & Budgetary Management: Manage project budgets, track labor utilization, conduct performance forecasting, and optimize resource planning to ensure peak project efficiency and profitability.

  • Client Relations & Business Growth: Build and protect trusted relationships with FDOT personnel, municipalities, and key project stakeholders. Participate in project pursuits, presentations, and business development initiatives to help identify future project opportunities.

Required Qualifications

  • Education: Bachelor of Science in Civil Engineering or a related engineering discipline.

  • Licensure: Active Professional Engineer (PE) license. (Florida PE preferred; out-of-state candidates must be capable of obtaining Florida PE registration within six months of hire).

  • Experience: Minimum of 6 years of progressive engineering experience, including at least 2 years specifically dedicated to major roadway or bridge construction projects.

  • Alternative Track: High-performing Project Engineers or Project Administrators with a strong transportation background and clear leadership capabilities will be heavily considered.

  • Certifications & Standards: Proficient understanding of the FDOT Construction Project Administration Manual (CPAM) and possess (or possess the immediate ability to obtain) FDOT Advanced MOT, CTQP Quality Control Manager Certification, and Critical Structures Construction Issues training.

  • Delivery Methods: Proven experience executing Design-Build project delivery and complex utility coordination within heavy highway environments.

  • Advanced Administration: Demonstrated mastery in construction claims evaluation, advanced contract administration, and forensic CPM schedule review.
