The Bridge Inspection Team Leader is responsible for managing and executing bridge inspections in compliance with the National Bridge Inspection Standards (NBIS) and CTDOT Bridge Inspection Manual. This role includes supervising inspection personnel, coordinating field activities, ensuring quality and safety compliance, and delivering accurate, well-documented inspection reports for inclusion in CTDOT's bridge management systems.

The position involves a combination of field leadership, technical oversight, coordination with agency stakeholders, and report review.

Responsibilities

Inspection Leadership & Oversight

  • Serve as NBIS Team Leader for routine, in-depth, special, damage, and fracture-critical bridge inspections.
  • Supervise and mentor bridge inspectors, ensuring adherence to inspection procedures, safety requirements, and reporting standards.
  • Assign tasks, review field documentation, and provide technical guidance to inspection staff.

Field Inspection & Data Collection

  • Lead hands-on inspections of bridge elements, including:
    • Decks, superstructures, substructures
    • Bearings, joints, piers, abutments, culverts, and ancillary structures
  • Identify, evaluate, and document structural deficiencies using NBIS condition ratings and CTDOT criteria.
  • Direct and participate in inspections utilizing specialized access methods such as:
    • Under-bridge inspection units (snooper trucks)
    • Aerial lifts, ladders, rope access, confined space entry, and over-water inspections

Planning, Coordination & Safety

  • Plan and coordinate inspection schedules, access requirements, and traffic control in coordination with CTDOT and support teams.
  • Ensure compliance with all jobsite safety requirements, including:
    • Traffic control plans
    • Fall protection systems
    • Confined space entry procedures
  • Participate in field reviews, coordination meetings, and technical discussions with CTDOT representatives.

Reporting & Quality Assurance

  • Review and approve inspection reports, field notes, photographs, and sketches for accuracy and completeness.
  • Ensure inspection documentation meets FHWA, NBIS, and CTDOT standards prior to submission.
  • Support QA/QC reviews and assist with resolving technical comments.
  • Assist with load rating data collection, structural evaluations, and engineering assessments when required.
Qualifications

Education

  • Bachelor's degree in Civil Engineering or Structural Engineering

Experience

  • Minimum 5 years of bridge inspection experience meeting FHWA NBIS qualification requirements
  • Demonstrated experience serving as an NBIS Bridge Inspection Team Leader

Required Certification

  • Professional Engineer (PE) license in the State of Connecticut or ability to obtain by reciprocity
  • FHWA-approved NBIS Bridge Inspection Training

Preferred & Project-Specific Qualifications

  • Completion of FHW A/NHI bridge inspection courses, such as:
    • NHI 130055 / 130056 (Bridge Inspection)
    • Fracture Critical Inspection
    • Ancillary Structure or Tunnel Inspection (as applicable)
  • CTDOT-approved bridge inspection qualifications, as required
  • Prior experience on CTDOT bridge inspection contracts
  • Experience with AASHTOWare Bridge Management or similar asset management systems

Safety & Technical Certifications (Preferred)

  • OSHA 10-Hour or 30-Hour Construction Safety
  • Fall Protection Training
  • Confined Space Entry
  • First Aid / CPR

Skills & Additional Requirements

  • Strong knowledge of NBIS, FHWA regulations, and CTDOT Bridge Inspection Manual
  • Proven ability to lead teams and manage field operations effectively
  • Excellent written and verbal communication skills
  • Proficiency with Microsoft Office and electronic inspection data collection tools
  • Ability to work at heights, over water, and in active traffic environments
  • Valid driver's license and willingness to travel statewide within Connecticut
  • Availability for night, weekend, or off-hour work as required by traffic or access constraints

Physical & Work Environment Requirements

  • Ability to climb ladders, scaffolding, and bridge components
  • Ability to lift and carry inspection equipment
  • Ability to work outdoors in varying weather conditions
  • Capability to perform hands-on inspections in confined spaces and elevated locations
