Job Summary

EMCOR Government Services is seeking a Quality Control/ Environmental, Health, Safety Manager (QC/EHS Manager)ย to lead and manage the quality control, environmental, health and safety programs for a facilities management contract supporting an important and long-term client, the Federal Deposit Insurance Corporation (FDIC).

The scope includes two unique and high-visibility sites, one in Arlington, VA and the other in Washington, D.C.Working hours may occasionally include evenings and weekends since this is a 24/7/365 operation. *There is a free shuttle running between the two locations every hour and it is approximately a 15-minute trip one-way.

The QC/EHS Manager is tasked with planning, coordination, and implementation of the contract's environmental and occupational safety programs to maintain a safe and healthy environment; ensure regulatory compliance; and control or reduce hazards and exposures detrimental to people, the facilities, and/or the environment. This person also ensures compliance to the requirements of company, customer, and International Organization for Standards (ISO) standards through various audits, inspections, tests, and measures that the Contractor's personnel performing under this contract follow approved procedures/directives when performing repairs to equipment, performing work under service calls, alterations, and maintenance and variety of electrical, electronic, and HVAC systems. Reports to Project Manager for on-site activities/operations as well as programmatically to corporate ESH and Quality representatives.

A successful candidate will have knowledge of applicable quality, safety, and environmental regulations to include but not limited to ISO, OSHA, EPA, ANSI, NFPA, and Maryland/Washington, DC fire codes. They must be willing to obtain DOT HAZMAT Certification, OSHA Hazardous Waste Operations, and any other certifications the position may require during employment. This person interacts with co-workers, subcontractors, building occupants, and the client consistent with EGS values.

Essential Duties & Responsibilities

The responsibilities of personnel in this position include, but are not limited to: Facilitates a Quality Control Program that emphasizes on-going systematic analysis of potential problems to equipment or system failures through inspections and audits of services / work performed by EMCOR and subcontractors for compliance within contract requirements and expectations. Implements, manages and monitors EHS programs, policies and procedures that meet OSHA, company, and other applicable requirements. Ensures that the procedures, technical manuals, and contractual requirements are complied with when performing inspections, configuration changes, alterations, testing, and refurbishment operations. Provides administrative and technical direction with regards to all corporate safety and health programs, procedures, and policies. Takes direction from the Corporate Safety Department implementing and monitoring key policies and programs. Documents quality activities, maintain and update all Safety Data Sheet (SDS) information, analyze data / reports, and make recommendations for quality improvements. Performs regular jobsite inspections / audits and report results on safety metric indicators to include health and safety on preventive maintenance processes, service calls, and maintenance repairs, ensures through various audits, inspections, tests, and measures, that shop personnel follow approved procedures/directives when performing repairs to equipment, service calls, alterations, and maintenance repairs. Documents corrective actions required when violations of approved practices and procedures are noted and perform follow-up observations when necessary Develops trend analysis data of preventive maintenance, service calls and maintenance repairs for monitoring and problem identification Monitors the management systems for compliance with applicable directives governing recall, maintenance, repairs, and inspections of necessary support items such as documentation, calibration of equipment and material handling devices Responds to all Government Quality Audits both Satisfactory and Unsatisfactory. Investigate complaints and report findings to both Program Manager and Corporate Safety Department. Regularly presents and document QC meetings to discuss with the Client the approved QC program and evaluate the Vendor's performance for compliance. Ensures personnel performing assigned tasks are qualified and certified as required. Review and maintain accurate data for all training certifications and corresponding expiration dates. Manage Certificates and Permits Program. At the beginning of each month, provide a written technical report to the Corporate Level and a copy of the technical report to the COR, concerning all processing and procedure deficiencies, technical problems, safety issues, and/or potential problems.

Qualifications

Minimum of four (4) years' safety and QC experience providing direct support to government or commercial facilities Must be thoroughly knowledgeable of quality control concepts and procedures, specifically applicable to building alterations, operational equipment, and systems. Must possess the skill and knowledge to interpret and apply specifications to equipment. Proficient with CMMS software. Must have knowledge of such programs as the calibration recall program, preventive maintenance, service calls and maintenance repairs applicable to a building environment. Experience with Occupational Safety and Health Administration (OSHA) codes and standards Must be a United States Citizen Must fluently speak, read, and write the English language

Physical Demands

Light to moderate physical exertion is required in lifting and carrying items weighing from 10 to 50 pounds, with occasional lifting over 50 pounds with assistance.ย  The position requires long periods of standing, stooping, climbing, and working in areas of operating equipment.ย  Work is performed throughout the buildings and some outside work may be required.ย  This position is subjected to high level noises, fumes from solvents, and soil from grease.ย
