Job Summary


B&A is seeking a Senior OCIO Consultant who will serve as the ISaaS Technical Director and primary point of contact for Government stakeholders, responsible for leading the end-to-end execution of large-scale IT and cybersecurity programs. This role oversees multiple cross-functional contractor teams, ensuring successful delivery of program objectives, schedule adherence, cost performance, and compliance with FBI policies and federal cybersecurity frameworks. The position requires strong leadership in managing complex IT environments, driving RMF-based cybersecurity operations, and aligning program execution with mission and organizational risk objectives.


Responsibilities

  • Serve as the official Technical Director and primary liaison with Government representatives.
  • Lead, manage, and coordinate all teams supporting the ISaaS program.
  • Oversee multiple IT/cybersecurity projects and ensure alignment with program goals and call order requirements.
  • Supervise contractor personnel, including assigning tasks, providing technical direction, and ensuring performance standards are met.
  • Manage full lifecycle program execution, including planning, execution, monitoring, and closeout.
  • Oversee contract funding, cost tracking, forecasting, and financial performance reporting.
  • Develop and implement Quality Assurance (QA) programs across all deliverables and services.
  • Conduct program analysis and reporting using enterprise software tools.
  • Lead recruitment, interviewing, onboarding, and staffing of contractor personnel.
  • Monitor subcontractor performance and ensure compliance with contractual obligations.
  • Develop and deliver program, financial, and performance reports to stakeholders.
  • Apply the NIST Risk Management Framework (RMF) to assess, manage, and reduce cybersecurity risk.
  • Identify business and operational risks, threats, and system vulnerabilities.
  • Develop and maintain Standard Operating Procedures (SOPs) in collaboration with Government partners.
  • Support cybersecurity operations and ensure compliance with federal security requirements.
  • Foster collaboration across government teams to enhance cybersecurity posture and mission effectiveness.
  • Provide strategic guidance and technical leadership to improve program outcomes and security operations.

Education and Experience

  • Bachelorโ€™s degree in information technology, Computer Science, Cybersecurity, Engineering, or related field (preferred).
  • 10+ years of experience in planning, initiating, and managing IT projects within cybersecurity or information security environments.
  • Demonstrated experience leading large-scale, complex IT or cybersecurity programs.
  • Proven background supervising and managing large contractor or technical teams.
  • Experience developing project requirements from inception through execution and delivery.
  • Strong background in cybersecurity risk management, RMF implementation, and federal compliance environments (FBI, DoD, or similar).
  • Experience providing strategic technical guidance to senior leadership and government stakeholders.

  • Any relevant federal cybersecurity or RMF-related certifications โ€“ preferred

Security Clearance

  • Active Top-Secret clearance required
  • Eligibility for SCI access preferred or required depending on assignment
