As of 10/01/2021, the MAPA career ladder has changed and is no longer a GS-7/9/11/12/13. UNIT DESCRIPTION
International Terrorism Operations Section 1 (ITOS 1) within CTD has program management responsibilities for all IT cases involving US-based subjects, excluding those cases managed by ITS. ITOS I personnel support investigative cases through coordination with interagency partners and other CTD sections; provide oversight of program execution in the field; provide investigative updates for CTD leadership; and provide data in response to requests from CTD leadership, FBI Executives, and partner agencies.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
  • Must be able to obtain an SCI clearance
  • Some travel may/Frequent travel may be required
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
PHYSICAL DEMANDS
The work is primarily sedentary, although some slight physical effort may be required.
WORK ENVIRONMENT
The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.
MAJOR DUTIES
  • Contribute to program management by reviewing progress of investigations and execution of the IT program in assigned field offices and analyzing trends of strengths, weaknesses, application of investigative tools, use of HUMINT resources, and adherence to policy, and presenting findings to Unit and Section management.
  • Collaborate with FBI and interagency intelligence components to assist in resolving complex case management issues. Maintain liaison with CTD components to facilitate application of resources to further investigative case work.
  • Prepare briefing documents and provide written and oral briefings on investigative matters and in response to requests from executives and other internal/external partners.
  • Conduct analysis of program management efforts in ITOS I to identify inefficiencies, streamline processes, eliminate redundancies, develop performance measures, and ensure processes meet program requirements. Develop and maintain SOPs, guides, and job-aids, and training materials to standardize work practices across the Section.
  • Maintain knowledge of baseline investigative tools, conduct research relevant to investigations, produce detailed written responses and other investigative products based on requests, and provide case updates to Unit and Section leadership.
  • Manage the section's response to emergent, time-sensitive threats and critical incidents; provide expertise to implement effective structures and processes during command post operations. This may include travel to support field office command posts and/or command post operations at DSIC.
  • Perform a variety of complex administrative duties, to include scheduling and coordinating meetings with EM and representatives from partner organizations, managing logistics, to include collecting, compiling, and providing materials in advance of high-level engagements, and providing administrative support across the section.

Specialized Experience (SE)
GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:
  • Experience and knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and/or the improvement of complex management processes, systems, and procedures.
  • Experience and knowledge of applicable theories, principles, practices, approaches, and techniques of research, survey methodology, and analysis concepts.
  • Experience and knowledge of the range of administrative laws, executive orders, directives, policies, regulations, and precedents applicable to the administration of Bureau programs.
  • Experience communicating clearly and effectively, both orally and in writing, in order to tactfully and persuasively advise and guide executive management relative to a variety of issues which can be delicate in nature; make presentations; and prepare complete, clear, and concise reports, correspondence, briefings, charts, tables, and graphs that may be distributed throughout the Bureau.
  • Experience planning, organizing, and directing teams and negotiating effectively with management to accept and implement recommendations, where the proposals involve substantial Bureau resources and require extensive changes in established procedures.

  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one-year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
