Hourly Wage: $75.00

This is professional and technical law enforcement work in support of the local transit system. Employee will work extra duty for HRT within the city of Portsmouth, on HRT's fixed-route bus and ferry system or as assigned in Portsmouth. Employee must be a law enforcement officer in the City of Portsmouth, VA.

Essential Job Functions:

(Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.)

  • Patrolling HRT property and transit service vehicles/vessels working extra duty (overtime) for HRT as a Portsmouth law enforcement officer.
  • Provide deterrent presence aboard HRT assets in revenue service or as directed.
  • Prevent crimes and security incidents at HRT facilities and aboard transit service vehicles/vessels.
  • Provide uniformed presence for the assurance of HRT personnel and transit riders.
  • Assist HRT Security Administrators with transit security events.
  • Provide ordinance and code enforcement duties.
  • Patrol HRT service area and engage with transit patrons, assist in fare inspection, infrastructure protection, and issue citations as applicable.
  • Communicate and coordinate with the HRT Control Center and other Security/Enforcement personnel to assist with transit system calls for service.
  • Prepare reports of incidents, arrests, citations, and other enforcement and patrol activities in a daily log and provide reports to the HRT representative.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.

Required Knowledge, Abilities and Skills essential to Job Functions:

  • Knowledge of security operations, safety practices and enforcement procedures.
  • Ability to communicate effectively both orally and in writing with staff and the public, to understand and follow standard operating procedures, to perform duties in a professional manner and appearance, to write required reports, to make independent and good judgment decisions within proper policy and procedures.
  • Knowledge and understanding of state, local and federal criminal and civil statutes affecting security work of Hampton Roads Transit.
  • Understanding of methods and techniques of dealing effectively with hostile or uncooperative members of the public in routine and emergency circumstances.
  • Ability to work under pressure and otherwise stressful situations.
  • Basic use of miscellaneous computer applications (e.g., mobile ticketing and fare validation applications, word processing, spreadsheets) and telecommunications applications (e.g., two-way radio, telephone).
  • Skilled in de-escalation techniques and customer service.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Safety Responsibility:

Perform all job duties and responsibilities in a safe manner to protect one's self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.

Training and/or Education:

Current certification and employment as a law enforcement officer in the City of Portsmouth, VA.

Required Experience:

Two (2) years of full-time experience working as a sworn law enforcement officer.

Licenses or Certificates

Possess a valid Driver's License issued from jurisdiction of residence. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).

Special Requirements:

  • Must be at least 21 years of age and be a US Citizen that has never been convicted of a felony or serious misdemeanor.
  • Must comply with US Department of Transportation (USDOT) drug and alcohol testing programs for safety-sensitive employees.
  • This position is classified as non-essential personnel.
