How much do fema contractor jobs pay per year?
What are the typical work environments and team dynamics for a FEMA contractor?
FEMA Contractors often work in dynamic and rapidly changing environments, which can include on-site disaster recovery areas, local government offices, or remote coordination centers. You’ll frequently collaborate with fellow contractors, FEMA staff, government agencies, and community stakeholders to assess needs and implement recovery efforts. While responsibilities can vary, teamwork and coordinated communication are fundamental, as projects usually require input from diverse expertise areas. Expect variable work schedules and the potential for extended hours during active disaster responses. This dynamic environment offers valuable hands-on experience and opportunities to contribute to meaningful recovery efforts.
What skills and qualifications are needed to thrive as a FEMA contractor?
To thrive as a FEMA Contractor, you typically need expertise in emergency management, disaster response, and project management, often supported by relevant field experience or certifications such as FEMA Independent Study courses. Proficiency with FEMA databases, reporting tools, and specialized software like GIS is commonly required. Strong organizational skills, adaptability to changing conditions, and effective communication are crucial soft skills in this role. These abilities ensure that contractors can respond efficiently to emergencies, work well within multidisciplinary teams, and help communities recover swiftly and safely.
What is a FEMA contractor?
A FEMA Contractor is an independent contractor or company that provides services to the Federal Emergency Management Agency (FEMA) during disaster response and recovery efforts. These roles can include debris removal, infrastructure repair, logistics, technical support, and housing inspections. Contractors work on a temporary basis, often activated when disasters strike, and must meet specific qualifications outlined in government contracts. They do not work directly for FEMA but are hired through government contracts or subcontracts.

So, what will the FEMA Grants Programmatic Project Manager at Terrestris do?
The FEMA Grants Programmatic Project Manager will be a key personnel position for the FEMA GPATS BPA contract. The BPA Project Manager serves as the primary interface with the FEMA Contracting Officer (CO) and Contracting Officer's Representative (COR) and is responsible for overall contract execution, quality assurance and quality control, schedule management, and timely submission of all required contract deliverables. This position is contingent upon contract award.
What does a typical day look like for a FEMA Grants Programmatic Project Manager?
You will:
- Serve as the primary point of contact with the FEMA CO and COR.

- Develop and submit timely responses to BPA Order Requests for Quotations, including technical approaches, staffing plans, labor mixes, and level-of-effort estimates.
- Coordinate Order staffing by assigning qualified Order Project Managers, Task Leads, Facilitators, and other key personnel to meet Order requirements.
- Coordinate contractor personnel, subcontractors, vendors, and task activities to ensure timely and compliant performance.
- Prepare and submit required contract deliverables, reports, and other documentation in accordance with BPA requirements.
- Conduct monthly progress reviews with the COR and communicate contract status, accomplishments, issues, and corrective actions.
- Respond promptly to COR requests for discussion or resolution to project concerns/technical problems within two hours of notification.
What qualifications do you look for?

- Undergraduate degree from an accredited college or university.
- Minimum of ten (10) years recent and relevant experience.
- Project Management Professional (PMP) is preferred.
