UNIT DESCRIPTION
The Contracts and Financial Management Unit (CFMU) leads the planning and execution of all Information Technology Infrastructure Division (ITID) contract and financial management services. CFMU contract management services are provided at the beginning of the acquisition phase and continue throughout the life cycle to include pre-award and post-award support.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
MAJOR DUTIES
  • Serves as liaison between contractors and the government contracting officer to identify and resolve contractual issues.
  • Monitor the technical work of the contractor and perform quality assurance and inspection of deliverables.
  • Prepare the contract requirements documents such as Statement of Work (SOW), Performance Work Statement (PWS), or Statement of Objectives (SOO).
  • Prepare documents such as Independent Government Cost Estimate and Market Research, and Source Selection Plans.
  • Maintain a Contracting Officer Representative file to record performance in all acquisition phases.
  • Prepare contractual documents such as Independent Government Cost Estimate and Market Research, and Source Selection Plans.

Specialized Experience (SE)
GS-12: Applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:
  • Experience monitoring the federal budget process, procurement, and other financial processes.
  • Experience preparing briefings and/or presentations to stakeholders on the status of project plans that communicate findings and recommendations.
  • Experience with acquisition life cycles including pre-award and post-award contract actions.
  • Experience identifying available resources such as funding, staffing, materials, supplies, and equipment and process contract actions as appropriate.
Desired Skills
Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.
  • Department of Justice (DOJ) - Federal Acquisition Certification in Contracting (FAC-C) or Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR).
  • Department of Defense (DOD) - DOD Contracting Officer's Representative (DOD-COR) or Defense Acquisition Workforce Improvement Act (DAWAIA Contracting).

ADDITIONAL INFORMATION
  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
